  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) announcement for a MILCON Project Engineer in the South Atlantic Division, Wilmington District, Engineering and Construction Division, Construction Branch.

      Duties:

      As the Project Engineer and Contracting Officer’s Representative at Military Ocean Terminal Sunny Point (MOTSU) with responsibility for monitoring construction operations on assigned projects for the Military Construction Branch. Assigned projects have civil, mechanical, electrical and architectural features and criteria. Duties and responsibilities of the position require a thorough knowledge of engineering and architectural theory and practices and the making of engineering determinations concerning the various features of the work.

      Reviews and recommends approval of contractor's construction schedule, including changes that should be made. Plans, implements, and maintains schedules; initiates and updates monthly progress reports which show the current status of the actual work compared to the planned schedule.

      • Ensure accomplishment of all construction quality management functions on assigned projects in a Resident Office.
      • Ensure accomplishment of all construction contract administration functions on assigned projects in a Resident Office in the role of Contracting Officer's Representative (COR).
      • Prepare cost estimates for task orders and contract modifications.
      • Participate in design review conferences and progress review meetings representing the Resident Office on assigned projects.
      • Perform field investigations and technical research necessary to determine solutions to unusual problems.
      • Appointment to this position is subject to a year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

      Military Ocean Terminal Sunny Point (MOTSU) is one of the largest military terminals in the world.[1] It serves as a transfer point between rail, trucks, and ships for the import and export of weapons, ammunition, explosives and military equipment for the United States Army and is operated by the 596th Transportation Brigade. https://www.ncbrunswick.com/islands-towns/southport/

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Minimum Education Requirement:

      Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

      Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

      Specialized Experience: ne year of specialized experience which includes: Independently, with little supervision, provide timely decisions and execution of contract administrative actions and provide construction quality assurance on a variety of military or civil works construction projects. Utilize technical knowledge and experience exceeding that of a GS-11 level in the Federal government performing work that involves the responsibility for ensuring the accomplishment of all construction contract administrative actions and ensuring the execution of all construction schedule, quality, and budgetary requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • This position may be eligible for situational telework.
