  • Position Overview/Duties:
    • Reporting to the Chief of the Construction Division, the Contract Administration Branch Chief serves as the principal authority for the execution of a vast and geographically dispersed construction program. This role directs contract administration and management for a diverse, worldwide portfolio of civil works, military, environmental, and work for others projects, encompassing both traditional and non-traditional contract types.

      The position carries significant fiscal and compliance responsibilities, directing financial management and managerial accounting as the funds control activity director for programs valued in the multi-millions. Furthermore, the Branch Chief is responsible for the total quality management of all contract administration processes, working closely with leaders in Counsel, Contracting, and Project Management to ensure contract file compliance.

      Key Responsibilities:
      • Contract Administration & Management: Acts as the principal authority on contract administration, ensuring efficient and effective construction execution. Recommends innovative acquisition strategies, addresses contractual challenges, and serves as the Construction representative for the District Acquisition Strategy Board.
      • Fiscal & Budget Oversight: Leads the overall Construction Division operating budget, including overhead and Supervision & Administration (S&A) accounts. Responsible for monthly reporting, semi-annual budget submissions, and adjustments.
      • Personnel Leadership & Development: Leads division-wide professional development and training in contract management while handling all branch personnel functions, including performance, awards, resourcing, and discipline.
      • Claims & Special Duties: Serves as the primary manager for claims resolution, maintaining professional integrity for legal proceedings. Represents the division on critical committees such as the District Contract Review Board and Termination for Convenience Board.

      Minimum Education Requirement: 4-year Engineering degree.
      Minimum Experience Requirement: One year completed at GS-13 level.

      • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
      • This position requires the following training/certifications prior to employment or within a specified period of time after appointment: Must currently have an ACO Warrant.
