  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) announcement for a Civil Engineer (Coastal) in the South Atlantic Division, Charleston District, Engineering Division.

      Position Title(s): Civil Engineer (Hydraulics)

      Open Period: 2-23 October 2026

      Duty Location: Charleston, SC.

      Duties and Responsibilities:

      • Serve as a technical expert for coastal structure modeling and design that focuses on the evaluation and implementation of highly complex numerical models and structure designs that optimally fit within complex projects and systems of projects.
      • Work and coordinate with engineers and project operators on project or system engineering needs and operational constraints for design and Operation, Maintenance, Repair, Replacement, and Rehabilitation Manuals.
      • Use a variety of coastal modeling software, MS Office suite, CADD programs such as Civil 3D, GIS programs such as ARCView and ARCGIS (e.g. to build models and prepare inundation maps), internet applications and technical manager skills.
      • Communicate effectively, both orally and in writing, and have experience in the preparation and presentation of technical material to an array of audiences.
      • As a technical expert in coastal modeling, incumbent may serve as a District representative on Federal and State Technical Committees, as well as agency-wide committees, to help resolve coastal/navigation issues.

      The US Army Corps of Engineers, Charleston District, has a rich history and a diverse mission that includes managing navigation, flood risk, and ecosystem restoration throughout South Carolina; and military and IIS projects throughout the U.S. and Puerto Rico.

      The Charleston District's robust Interagency and International Services (IIS) program provides technical assistance to a wide range of federal agencies, including the Department of Energy and the Department of Veterans Affairs.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Minimum Education Requirement:

      Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

      Specialized Experience:

      One year of specialized experience which includes conducting coastal design and modeling, developing and applying innovative engineering solutions, and providing expert guidance to internal and external stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

      • Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
