- Position Overview/Duties:
About the position: Serve as a Supervisory Park Ranger for Portland District's John Day Willow Creek Project. The park office is located at the John Day Lock and Dam on the beautiful Columbia River. USACE manages multiple recreation areas in Lake Umatilla and on the John Day River, including two Class A Campgrounds.
Key duties include (but not limited to):
- Serves as an assistant to the Natural Resource Manager, performing personnel management and supervisory responsibilities for the natural resource staff to include training, awards, and oversight of appraisal performance reviews.
- Exercises general direction and control of the work plans, budget, manpower, and administrative matters.
- Assists in long-range planning and implementation of master-plan concepts and Operational Management Plans.
- Coordinates with District and Project staff as well as other federal, state, and local agencies to carry out elements of the safety and security programs.
- Manages the special events program at each Project and issues permits as needed.
- Inspects out-granted real property and assures compliance with the out-grant instruments and reports or corrects non-compliance.
- Oversees technical, administrative, and operational functions involving recreation management, environmental stewardship, public safety, fee collection, shoreline management, interpretive services, and contract oversight.
- Patrol project land and water areas to enforce T36 CFR rules and regulations through the issuance of verbal/written warnings and citations. Educate the visiting public on project purposes, conditions, policies and regulations.
- This position requires the ranger to be a Contracting Officer Representative for gate attendant contracts, co-lead for two small class A campgrounds (Plymouth & LePage Parks), and serve as the volunteer coordinator.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience Requirement:
One year of specialized experience which includes planning, administering, and managing natural resources management and outdoor recreation management programs. Specialized experience also includes enforcement of park rules and regulations, conducting interpretive programs, and managing visitor center facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.Other Conditions and Requirements:

- Incumbent must have CPR and Emergency Response certification within six months of hire.
- Incumbent must be able to obtain and/or maintain a Corps of Engineers boating license.
- This position requires the wear of an appropriate uniform and use of prescribed personnel protective equipment.
- The duties of this position require occasional temporary duty (TDY) travel.
- Advanced-in-Hire, Enhanced Leave Accrual, Student Loan Repayment, and/or Recruitment/Relocation incentive MAY be authorized if determined to be in the best interest of the government.
- A one-year probationary period may be required.
- Payment of Permanent Change of Station (PCS) costs are authorized, subject to the provisions of the Joint Travel Regulations.
