  • Position Overview/Duties:
    • The Inland Navigation Design Center Mandatory Center of Expertise (INDC-MCX) is an organization that provides engineering, design, analysis and review services for studies, new locks, new navigation dams, major rehabilitation of existing inland navigation locks and dams, and significant inland navigation lock and dam Operations & Maintenance (O&M) projects. The INDC provides national leadership for standardization of the design, inspection, repair, and renewal of navigation infrastructure; investigation and recommendation on research and development needs; and implementation of new technologies as beneficial for life cycle cost reduction. It supports USACE infrastructure strategy, management, and maintenance efforts, and implements risk-informed approaches for design, analysis, and decision-making frameworks. The INDC is seeking an experienced Materials Engineering professional to serve as the national technical specialist and principal advisor on concrete materials used for the design, construction, repair, and evaluation of inland navigation locks and dams. The actual location of this position is negotiable upon candidate selection but must be based at a physical USACE office in the continental United States. Responsibilities include:
      - Developing, reviewing, and updating engineering publications, criteria, and guidance related to concrete materials for the U.S. Army Corps of Engineers (USACE).
      - Managing, overseeing, and reviewing the specialized engineering work of others, including analyses, designs, and technical products, to ensure national consistency and compliance with established criteria for concrete materials.
      - Leading and collaborating on research and development efforts with industry and centers like the Engineer Research and Development Center (ERDC) to identify needs, advance understanding, and create new design tools and methods for concrete in navigation structures.
      - Providing expert consulting, technical support, and training to USACE districts and other agencies, which includes traveling to project sites to participate in inspections, analysis, and quality assurance oversight.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Minimum Education Requirement for all Engineering series: A bachelor’s degree in engineering from an ABET accredited program. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.       Minimum Experience Requirement: One year of specialized experience which includes providing engineering technical direction to multidisciplinary teams in the design of new lock and dams, repair of existing lock and dams, and evaluating the performance of organizational lock and dam infrastructure; developing, updating, and enforcing policy, guidance, or other instruction for inland navigation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
