  • Position Overview/Duties:
      • INTRODUCTION:

      Serves as a Maintenance Worker (MVO) incumbent will Performs a wide variety of general duties involved in the operation, maintenance and repair of facilities including lock equipment, navigation structures, and buildings and grounds, requiring the use of various trade practices.

      POSITION: MAINTENANCE WORKER (MVO), WY-4749-05/06/07/08

      • PERIOD OF ASSIGNMENT: PERMANENT
      • DESCRIPTION OF ASSIGNMENT/DUTIES
        • Performs repairs and routine maintenance on lock and dam equipment, including mechanical, pneumatic, and hydraulic systems. This involves removing or replacing defective parts, making adjustments, and performing tasks like welding and cutting.
        • Constructs, maintains, and repairs various masonry structures using brick, block, and stone. This duty also involves all phases of cement work, including mixing, pouring, and finishing concrete for foundations, sidewalks, and walls.
        • Performs general carpentry tasks such as constructing scaffolding, repairing building frames, rafters, doors, and windows, and building items like workbenches and cabinets. This requires the use of various power tools.
        • Executes complex rigging operations to lift and move heavy objects, often in confined spaces. This involves selecting the proper gear, providing hand and voice signals to crane operators, and ensuring the safety and integrity of each lift.
        • Operates hydraulic cranes to support maintenance activities, performing complex and precise lifts of heavy loads. This includes calculating load limits and boom angles and often involves "blind lifts" that require communication with a spotter.
        • Assists in the installation and repair of various plumbing systems, including high-pressure steam lines, pumps, and radiators. This involves joining, sealing, and testing pipes and equipment.
        • Operates a variety of vehicles and equipment, such as dump trucks, tractor-trailers, forklifts, and excavators.

      • APPLICABILITY/AREA OF CONSIDERATION: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

        • Experience Requirement:
        • To be found qualified for the Maintenance Worker (MVO), WY-05 position, you must demonstrate the ability to perform the duties of the position without more than normal supervision. You have the ability to perform common maintenance and labor duties. This includes showing some skill in using basic hand tools and power equipment for tasks such as repair, masonry, carpentry, or vehicle operation.
        • To be found qualified for the Maintenance Worker (MVO), WY-06 position, you must demonstrate the ability to perform the duties of the position without more than normal supervision. You have the ability to perform common maintenance and repair tasks with limited supervision. This includes independently using hand and power tools to perform duties in trades such as equipment repair, vehicle operation, carpentry, or masonry. Your experience must show that you are able to complete routine assignments on your own and have progressed beyond the trainee level.
        • To be found qualified for the Maintenance Worker (MVO), WY-07 position, you must demonstrate the ability to perform the duties of the position without more than normal supervision. You have the ability to a variety of maintenance and repair duties with only occasional guidance. This includes applying established trade practices in several areas, performing basic carpentry and cement work, and assisting with the repair of mechanical equipment. Your experience must show that you can independently plan and complete assigned tasks, troubleshoot common problems, and you are progressing toward the full performance level of the position.
        • To be found qualified for the Maintenance Worker (MVO), WY-08 position, you must demonstrate the ability to perform the duties of the position without more than normal supervision. You have experience assisting journeyman-level trades workers in a variety of maintenance and repair tasks. Your experience includes performing routine maintenance on mechanical systems, assisting with basic carpentry and masonry work, operating heavy equipment requiring a commercial driver’s license, possessing a nationally certified hydraulic crane license, and performing rigging tasks.
        • For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

        • Ability To Use and Maintain Tools and Equipment
      • CONDITIONS OF EMPLOYMENT:
        • One-year probationary period may be required.
        • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
        • Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.
        • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program
        • Must possess the ability to obtain and maintain a nationally recognized signaling and rigger certification.
        • Must possess the ability to obtain and maintain a nationally recognized hydraulic crane operator license at a minimum Fixed Cab (TSS) preferred also to possess Swing Cab (TLL).
        • Must possess and maintain a valid state Motor Vehicle Drivers's License and possess the ability to obtain and maintain Class B Commercial Drivers's License.

      • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

      • This position is Exempt from the Fair Labor Standards Act
