- Position Overview/Duties:
This is a Direct Hire Authority (DHA) announcement for a TERM Civil Engineer in the South Atlantic Division, Jacksonville District, Engineering Division.
Position Title: Civil Engineer
Open Period: 13-27 July 2026
Duty Location: Jacksonville, FL.
Duties and Responsibilities:
- Makes real-time water control management decisions, subject to applicable requirements of a project’s approved water control plan/project operating manual.
- Develops water control manuals/system operating manuals, and plans for major control structures and interrelated systems within the area of responsibility.
- Conducts or manages background studies in support of development or revision of water control manuals/ system operating manuals, and plans.
- Oversees the operation, maintenance, and regulation of all USACE projects within the SAJ civil works boundaries.
- Collects/analyzes hydro-meteorological data and applicable parameters necessary to evaluate proposed operations and inform water control management decisions. Sends instructions to project operators consistent with the project’s approved water control plan/project operating manual.
- Ensures that water control management documentation and activities are guided by the USACE environmental operating principles in accordance with authorized or approved purposes and complies with National Environmental Policy Act (NEPA) and other environmental regulations.
- Conducts appropriate programs for improving technical methods applicable to water control activities in SAJ, including the ongoing review and reevaluation of established water control management procedures and methods.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

Specialized Experience:
GS-07: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes assisting with the design of civil engineering projects and writing and reviewing engineering related reports to ensure compliance with requirements.
GS-09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes working on projects with regular guidance from senior engineers, collecting data through field activities, and assisting with the preparation of reports, plans, and other project documentation.
GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience in making field inspections, investigations, and recommend plans for collecting technical data needed to determine the elements of the water budget utilizing a highly developed knowledge of professional engineering practices, theories, and methodology of hydrology and hydraulics and meteorology relating to the control, supply, and conservation of water resources.

- Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended up to six (6) years.
- Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
