Current, permanent USACE employees with non-competitive eligibility to be placed in this position are eligible to apply. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP, except for Deployment Opportunities.

  • Position Overview/Duties:
    • This is a Permanent Reassignment

      Serves as a Program Manager for one or more environmental programs assigned to the EM CX.

      • Responsible for policy formulation in coordination with HQUSACE or other federal agencies; planning, programming, and budgeting; program oversight and troubleshooting; reporting; coordination; and quality management.
      • Identifies programmatic issues and confers with HQUSACE and other federal agencies to develop programmatic and technical position on critical policy issues of national program significance; provides management guidance and direction to Corps offices nationwide; and furnishes advice and/ or decisions on project/program execution policy matters.
      • Liaisons with and is the primary point of contact for HQUSACE, Divisions, Districts, and other customers on all matters related to CX support to the program.
      • Responsible for developing and submitting an annual budget request, and CX program support plan to HQUSACE and other federal agency customers. Develops future year budgets and projections. Presents and justifies budget. Provides annual (and quarterly or semi-annual) program reports as requested by program customer. Manages EM CX program budget(s). Allocates and distributes program funds as appropriate. Manages program through application of P2.
