  • Position Overview/Duties:
      • This position is located in the Program and Project Management Division, Program Support Branch
      • Strictly monitor all project management schedule; manage P2 data input and provide management visual or graphical representations of the projects’ trends and analysis of the data.
      • Provide technical assistance to program/project managers, program analysts, and resource managers in implementing and maintaining the P2/Primavera systems for district projects and programs.
      • Utilize knowledge of project management business processes, finance and accounting, workload manpower management, and various other functions necessary to maintain the data quality of the P2 system.
      • Analyze program effectiveness. Evaluate flow of information, identify areas which require improvement, develop guidance, and coordinate training on the operation of the P2/Primavera systems.

      •  This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). This program may only be utilized for non-competitive placements, including voluntary reassignments with in the USACE Command.  Applicants seeking promotion cannot be considered for the position at this time.  Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.  

      • Specialized Experience: One year of specialized experience which includes: 1) Providing support for the management of construction projects/programs; AND 2) Analyzing construction project schedules and costs; AND Utilizing project/program management automated systems such as P2, Primavera or SAP to report and manage data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

      • Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

      • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
      • You will be evaluated on the basis of your level of competency in the following areas:
        • Administration and Management
        • Database Management Systems
        • Project Management
      • Current USACE personnel only. 
        This position has a Temporary Duty (TDY) or business travel requirement of 25% for official duties/training
      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
        This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

      • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
