  • Position Overview/Duties:
    • The Tulsa District is seeking to fill multiple GS-0401-05/07/09 Natural Resources Specialist positions at various locations through the U.S. Army Corps of Engineers (USACE) Voluntary Internal Opportunities Program (VIOP). These are REASSIGNMENT opportunities.

      Position Overview: The Natural Resource Management Specialist will participate in the development and execution of comprehensive planning documents and resource management programs aimed at preserving and enhancing natural and cultural resources. The role encompasses a variety of responsibilities, including recreation management, environmental compliance, public safety, and community engagement.

      Key Responsibilities:

      • Planning and Coordination (25%)
        • Develop Master Plans and Operational Management Plans (OMP) for natural resource management.
        • Coordinate short-range planning for programs including recreation, shoreline management, forestry, fisheries, wildlife, and public safety.
        • Assist in land use planning and preparation of annual Operations and Maintenance budgets.
        • Review proposed plans on government land and provide recommendations.
      • Resource Management and Conservation (20%)
        • Implement actions promoting biodiversity and native species.
        • Collaborate with wildlife specialists and agencies to protect threatened species and ensure wetland protection.
        • Manage agricultural out-lease programs and evaluate real estate actions for environmental impacts.
        • Conduct environmental assessments and compliance monitoring.
      • Recreation Management (20%)
        • Oversee facility improvements and implement special recreation projects.
        • Inspect and maintain recreational facilities and manage recreation fee programs.
        • Develop contracts for various operational needs and ensure compliance with agreements.
      • Public Safety Enforcement (10%)
        • Educate the public on project policies and regulations; patrol lands and waters for compliance.
        • Investigate violations, issue citations, and assist in search and rescue operations.
        • Collaborate with law enforcement agencies to ensure public safety.
      • Public Relations and Community Engagement (15%)
        • Provide information and promote project activities through various communication methods.
        • Engage with community groups and plan special programs to raise environmental awareness.
        • Develop interpretive materials and coordinate volunteer programs.
      • Water Resource Management (10%)
        • Assist with dam and structure management, monitor areas during flood emergencies, and provide security surveillance.

      Additional Duties:

      • Perform other assigned tasks as needed to support project objectives.

      Qualifications:

      • Relevant experience in natural resource management, environmental science, or related fields.
      • Strong communication skills for public engagement and education.
      • Ability to work collaboratively with diverse stakeholders.

      CONDITIONS OF EMPLOYMENT & NOTES:

      2. A valid state-issued driver's license is required for this position.

      3. "THIS POSITION IS COVERED BY THE CIVILIAN DRUG ABUSE TESTING PROGRAM. INCUMBENT IS REQUIRED TO SIGN A DA FORM 5019-R, "CONDITION OF EMPLOYMENT FOR CERTAIN CIVILIAN POSITIONS IDENTIFIED AS CRITICAL UNDER THE DRUG ABUSE TESTING PROGRAM," OR A MEMORANDUM OF UNDERSTANDING (MOU)."

      4. Participation in a two-year Park Ranger Training program is required.

      5. This is a uniformed position and all employees will be expected to maintain all uniform and personal appearance standards per U.S. Army Corps of Engineers regulations.

      6. Must be able to maintain Corps of Engineers certification for Citation Authority.

      7. Must be able to maintain required Corps of Engineers certification for operation of the motorboat.

      8. This position will require the incumbent to work weekends and holidays as necessary.

      9. Position requires a pre-employment physical exam due to the physical requirements of the position.

      10. Hiring incentives such as a recruitment/location bonus may be authorized (subject to available budget).

      11. Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
