- Position Overview/Duties:
This is an internal announcement for a Civil Engineer, GS-0810-12, in the South Atlantic Division, Caribbean District, Engineering Division.
Position Title: Civil Engineer
Who May Apply: This position is only open to CURRENT, PERMANENT USACE EMPLOYEES. You must be a GS-12 to qualify.
Open Period: 23 January-12 February 2026
Duty Location: San Juan, Puerto Rico or Jacksonville, FL.
- Interested candidates should provide their resume in TMP, and be prepared to provide current SF-50.
- Current permanent USACE GS-12 will be considered for reassignment at the same grade.
Key Responsibilities:
Project Planning & Design:
- Serve as technical lead for planning and design of site development projects including: Earthen dams, levees, channels, pump stations, stormwater facilities, culverts, and mitigation elements.
- Primary responsibility: Advanced (expert level) proficiency in AutoCAD and Civil 3D is critical for this position. Candidates must possess a strong command of advanced features for detailed civil engineering design, modeling, and drafting. This includes utilizing tools for complex surface modeling, 3D design, and precise engineering documentation.
- Utilize AutoCAD and Civil 3D to develop construction plans, and specifications, and prepare engineering inputs for environmental compliance.
- Develop comprehensive civil engineering work products
- Technical reports, construction plans and specs, O&M manuals.
- Conduct site reconnaissance and inspections to assess conditions and gather field data.
- Perform design calculations: grading, drainage, erosion control, stormwater systems, and site layouts.
Quality Management:
- Lead quality control and technical review of all work products.
- Coordinate with Project Delivery Teams to define project scope, level of effort, and timelines.
- Ensure compliance with technical standards, bid-ability, constructability, operability, and environmental considerations.
- Review contractor and A/E deliverables for accuracy and completeness.
Preferred Qualifications:
- Experience in civil/site design, infrastructure rehabilitation, or related work.
- Advance (expert level) proficiency in Computer-Aided Design (CAD), Civil 3D and engineering analysis software.

- Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the
government. - This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
