Real Property Services Field Office (RSFO)
Duty Location: Annapolis Junction, Maryland
The RSFO, Realty Specialist Branch has a developmental detail or temporary promotion for the Leasing Program Chief. The position is located in Annapolis Junction, Maryland which offers convenient free on-site parking to all employees. The position is a temporary assignment and will run for a period not to exceed 111 days. Start date is on or about 11 January 2026.

MAJOR DUTIES:
- Incumbent serves as an IC Realty Officer and as a USACE real estate subject matter expert for a large portfolio of US Intelligence Community, National Security Agency, US Special Operations Command, Defense Department and other secure government entities. Provides technical oversight, advice, and direction to clients and the USACE RSFO.
- Provides decisions on a variety of extremely complex issues or problems after performing an in-depth analysis on those cases not covered by precedent. Decisions have a bearing on overall program effectiveness, mission readiness, and operational success, and may involve large monetary considerations, or have impacts on a regional, national, and/or international level. The incumbent coordinates programmatic resource requirements and resolves issues.
- Reviews, processes, analyzes, and comments on assigned program actions, transactions and instruments for compliance with applicable laws, real estate procedures, policies, authorities, delegations and existing regulations, pertinent clauses in documents, and sufficiency of documentation for proposed actions. Serves as lead of the Realty Process Action Team to review, validate, update, streamline, enhance and/or standardize RSFO business processes to include related policy, forms, templates, checklists and training curriculum.
- Oversees the only USACE real estate leasing program, utilizing Top Secret/SCI cleared staff, operating within a Sensitive Compartmented Information Facility (SCIF), with the capability to negotiate and execute classified leases and covert, commercial cover, or non-official cover lease actions. Participates in government and private professional working associations providing expertise and developing working relationships with potential stakeholders. Assures any proposed action is sufficient for its intended purpose. Ensures the appropriate DoD and Congressional reporting requirements are met. Personally, coordinates as appropriate with RSFO elements, stakeholder and commercial service providers, and makes recommendations that in most instances are adopted as the government and stakeholder position.
- Represents the District and briefs project program status at meetings with stakeholders. Attends meetings with appropriate agency officials, designers, contractors, and other stakeholders to discuss and/or resolve programmatic administration concerns (i.e., problems that may arise with respect to management of design and/or construction).
Area of Consideration:
- Current USACE employees must have 52 weeks of Federal service at the next lower grade (GS-13) or equivalent and meet OPM qualification standards for the 1170 series.
- Candidate must possess or be able to obtain TS/SCI clearance.
- Candidate must possess and maintain a valid US driver’s license.

- Other Conditions and Requirements:
- Position requires incumbent to obtain and maintain a critical sensitive (TOP SECRET/SCI) security clearance with access to secure space and equipment.
- Incumbent must be able to pass a polygraph test or a series of polygraph tests and continue to pass the polygraph test on a periodic basis.
- This position requires participation in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing thereafter.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Travel in excess of 40% can be anticipated, including OCONUS. Incumbent must be able to obtain and maintain a valid passport. It should be expected that this position may require immunizations dependent on specific travel destinations and as prescribed at time of travel for those destinations.
- This position requires the submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 12/2011), Executive Branch Personnel Confidential Disclosure Report, upon entering the position and annually, in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, dated 17 Nov 2011.
- The position requires the incumbent to obtain and maintain a Real Estate Contracting Officer Warrant no later than 24 months after employment.
