Duty Location: USACE Office location – duty location determined upon selection

- Current permanent USACE GS-14/15 will be considered for details at the same grade (up to 1 year).
- Current permanent GS-13 will be considered for temporary promotions not to exceed 120 days pending Hiring Freeze ETP approval
Duties:
If you are interested in stepping into a pivotal leadership role at the U.S. Army Corps of Engineers’ newest and most dynamic district, consider serving as the Chief of the Contracting Division for the Caribbean District. In this mission-essential position, you will be the principal procurement official responsible for acquiring all necessary commodities and services that support critical missions across Puerto Rico, the U.S. Virgin Islands, and the broader Caribbean region. Vested with unlimited contracting authority on behalf of the United States, you will manage high-value, complex contracts for construction, architect-engineer services, utilities, and more, utilizing a full range of authorized contracting methods and contract types. As the primary Contracting Officer, you will oversee all phases of the acquisition lifecycle—from strategic planning, source selection, and contract formation to administration, dispute resolution, and issuance of Contracting Officer Decisions (CODs) and modifications. You will also prepare recommendations on bid mistakes, protests, and justifications for higher-level resolution through the General Accounting Office or other federal authorities.
