  • Position Overview/Duties:
    • Position Title: Regulatory Division, Deputy Chief, Savannah District. This is a temporary position not to exceed 120 days. Multiple assignments may be selected from this announcement. This temporary position will be filled based on employee qualifications. If a selection is made outside the Savannah commuting area, TDY costs will be on an as-needed basis based on exemption guidelines. Interested candidates would be expected to report to the Savannah District Office as required but flexibility may be afforded on a case-by-case basis during the detail.

      Location: Savannah District Office, 100 W. Oglethorpe Ave, Savannah, Georgia.

      Summary of Duties: Serves as Deputy Chief, Regulatory Division with responsibility for planning, coordinating, and managing the Corps Regulatory Program and is relied upon to develop district-wide policies and effect program execution within available guidelines through a staff of approximately 30. Consultations with stakeholders, counterparts, supervisors, legal counsel, or higher authority concerning major changes in programs and/or objectives and on complex matters of an especially sensitive or policy-setting nature. Decisions on Federal authorizations are accepted as authoritative and comprehensive. Interfaces directly with District Commander as necessary for actions with high public visibility and requiring expedited decision-making. Overall performance is evaluated in terms of effectiveness in meeting program objectives and soundness of managerial decisions and recommendations.

      Facilitates the management of an interdisciplinary team's workload, overseeing the entire life cycle of the regulatory process from pre-application consultations and application evaluations to the long-term monitoring of permit compliance. Leads team in evaluating highly complex, controversial, and environmentally sensitive applications and permits for activities in waters of the United States, managing projects that frequently carry high-consequence environmental, political, financial, and policy implications. Coordinate enforcement workloads by guiding investigations into unauthorized work and determining appropriate resolutions for enforcement actions. To support the broader District regulatory program, develops, administers, and implements key programmatic initiatives, including local operating procedures, new or revised General Permits (GPs), joint application procedures, public information programs, and litigation reports. Coach, facilitator, and negotiator to build consensus and coordinate efforts among an interdisciplinary team of professional technical and administrative employees. You will provide daily advice, counsel, and instruction on both technical work and administrative matters, ensuring you maintain up-to-date program knowledge to answer questions regarding policies, procedures, laws, and regulations. Utilizing your designated signature authority, you will review, concur with, and approve the technical work of the team. Proactively evaluate individual and team training needs, developing plans for short-term, long-term, and developmental training—as well as special seminars—and communicate these requirements to the branch chiefs and division chief. Key advisor to the branch chiefs, providing recommendations and concurrence on performance standards, ratings, awards, and disciplinary actions, while also assisting in screening candidates and recommending selections for open team positions. Utilizing program databases, continuously evaluate workloads and team performance to prepare comprehensive reports, analyze operational data, and keep the branch chiefs and division chief informed of critical work elements, timelines, and team initiatives. Actively assist with the management of the Regulatory Budget, property accountability, and division-wide workload sharing.
