- Position Overview/Duties:
Summary of Responsibilities: Works under the general supervision of the Resident Engineer. Receives assignments in the form of general objectives to be achieved. Keeps supervisor apprised of controversial problems and confers on proposed actions that may require policy decisions. Work is reviewed for overall effectiveness of the results achieved. As the Construction Representative, incumbent serves as a Senior Inspector on maintenance, repair, major military construction, and service contract work, administering construction contracts expected to range from approximately $50 thousand to $250 million dollars. Major construction features include the major renovation and/or construction of dormitories, barracks, dining halls, hangers, vehicle maintenance facilities, runways, fueling stations, and student training facilities including flight simulators. All the project features will require a thorough knowledge of the safety requirements for working in congested areas and knowledge of the construction of a variety of structures.
Specific Duties:
Quality Assurance. Coordinates the work with contractors' personnel and representatives of the using service to assure timely and satisfactory accomplishment of all contracts. Assures that all construction inspection is accomplished in accordance with governing plans and specifications and that construction inspection is accomplished in accordance with the terms of the contract. Reviews plans, specifications, building codes, industry standards, regulations, technical manuals, etc., to become thoroughly familiar with job requirements to assure compliance.
Analyzes problems and reviews and interprets the requirement of plans and specifications for Contractor representatives and other interested persons. Supervises the layout of work and inspection of all work in progress. Confers with Contractor's representatives to resolve differences of opinion and approve changes in quality control procedures and schedules, as required. Discusses details of construction with Contractor personnel; authorizes changes and coordinates such authorizations with the Resident Engineer.
Assures that materials incorporated into the construction work are in compliance with plans and specifications and approved shop drawings, and that items requiring laboratory testing are tested before use on the project. Reviews shop drawings register in coordination with Resident Office to assure that submittals are being made in a timely manner with sufficient lead time that allows for review and approval prior to needing the materials at the job site. On those items requiring laboratory tests, is responsible for securing required samples for such testing, and reviews results of tests permitting use on the project.
Exercises surveillance to assure the Contractor is conducting quality control operations to produce work in conformance with plans and specifications. Ascertains that quality assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan. Brings any deficiency to the attention of the Contractor and extracts compliance.
Provides daily surveillance of Contractor Quality Control (QC) system to assure that it is working effectively, in that required quality tests are made and appropriately reported in a timely manner along with daily quality control reports. Advises the Resident Engineer of faults in the system, along with recommended solutions.
Provides input discussions for monthly updating and change order effects on all progress schedules for each project under his coordination. Discusses with Resident Engineer the need for preparation for joint, pre-final, and final inspections.
Provides information to Resident Engineer on estimates of work completed and reports on deficiency items and any contractual matters for which payment should be withheld. Maintains inventories and materials stored on site for which payments are made. Prepares deficiency lists for items to be corrected. Follows up to assure timely corrections.
Coordination with Contract Administration Functions. Confers with Contractor's representatives on matters pertaining to interpretation of plans and specifications. Discusses the requirements for shop drawings, progress schedules, plans, and other pertinent data with the Contractor. Discusses with representatives of the Architect Engineer (A/E), Resident Office, using agencies, and District Office, any matters related to these activities which may require clarification, and passes such information to appropriate subordinates and Resident Office.
Checks or directs the checking of quantities submitted by contractors to verify payment estimates submitted periodically. Discusses with Contractors any variations or discrepancies noted.
Review requests for changes from Contractor of high authority. Researches problems and draft responses and/or coordinates review by office staff, A/E, Resident Office, or District elements, as required. Makes decisions and/or recommendations concerning changes in the contract requirements and issues rough drafts of requests for proposals. Assists in the preparation of Government estimates and negotiations with the Contractor for contract modifications.
Reviews plans and specifications prior to contract advertisement to determine biddability and constructability of the project, and whether construction difficulties have been anticipated, materials specified are readily available, and if there are inconsistencies between the plans and specifications.20%
Safety Enforcement. Reviews all Contractor's safety plans and advises Resident Engineer of recommendations. Inspects safety precautions exercised by Contractors and suggests remedial measures, as required. Recommends to the Resident Engineer that work stoppage be implemented on portions of the work where significant violations occur. Conducts monthly supervisory safety meetings with Contractors. Maintains check on submittal of all weekly tool box meetings of Contractors. Serves as safety officer representative for the Office.

Area of Consideration: This is a job opportunity notice for a permanent position, open to current, permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment to the GS-12 level. Eligible applicants must currently hold, or have previously held, a GS-12 position or higher, with the same responsibilities as described above in the Specific Duties section. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity. CPAC will determine candidate qualifications.

- Duty station is in Iwakuni, Japan.
- Requires 20% Temporary Duty (TDY).
- Must have a valid driver’s license.
- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
- Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
- The initial length of this overseas tour is 36 months. Return rights to previously held permanent position of record will be authorized.
