  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) announcement for a Construction Control Reps, GS-0809-11, in the South Atlantic Division, Jacksonville District, Construction Division, Everglades Agricultural Area (EAA) Reservoir Resident Office.

      Position Title: Construction Control Representative

      Open Period: 17-30 March 2026

      Duty Location: Wellington, FL.

      Duties:

      • Construction projects to include, but not limited to, multi-million dollar water control and flood protection projects.
      • Review and recommend amendments or revisions of proposed contract plans and specifications to insure conformity with overall project requirements and local field conditions.
      • Inspect construction materials and all phases of work in progress.
      • Read and understand contract plans and specifications to enforce compliance with contractor's representatives.
      • Reject non-conforming safety, workmanship and materials.
      • Inspect equipment operations, work premises and practices for conformance with safety and environmental rules and regulations.
      • Recommend contract modifications to address unforeseen conditions, correct design deficiencies or improve construction.
      • Collect and prepare material test samples for shipment or delivery.
      • Maintain effective working relationships with the contractor, the local sponsor, and representatives of other organizations.
      • Prepare, review, and submit daily inspection and construction progress reports.

      We are seeking talented candidates for Construction Control Representative, GS-11 roles on the monumental EAA, a $2.9 billion MEGA Project and a cornerstone of the Comprehensive Everglades Restoration Plan (CERP).
      The EAA A-2 Reservoir is a transformative undertaking, located within the Everglades Agricultural Area, south of Lake Okeechobee. This vital project will construct a state-of-the-art water reservoir and a comprehensive network of supporting infrastructure, crucial to the long-term health of the Everglades ecosystem.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Specialized Experience:

      One year of specialized experience which includes: reading and understanding plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; inspecting construction to assess quality control of Contractors; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; furnishing field information for construction progress and feeder information for other reports; experience with earthwork and concrete work such as: planning, scheduling and timing of long-range and day-to-day construction and phases thereof, such as preparation of site and foundations; erection of concrete forms; mixing, placing and curing of reinforced concrete; and installation of mechanical and electrical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in in the federal service (GS-10).

      Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
