  • Position Overview/Duties:
    • About the Position:

      In this position, you will serve as an Engineering Technician (Civil) in the Waterways Contracts Sub-Section of Waterways Maintenance, Navigation Division. The Portland District has two hopper dredges, four survey vessels, manages 485 river miles in the Columbia River Basin, and operates three locks that facilitate over 50.5 million tons of annual commerce.

      Key Duties:

      • As unofficial Team Leader of Waterways Contracts Sub-Section, is responsible for the team formulation and completion of specifications for all channels and related dredging projects performed by contract, including new dredging work.
      • Is designated as Contracting Officer’s Representative and primary negotiator for dredging team, cost reimbursable and equipment rental contracts; underwater rock removal contracts; structural contracts such as ranges, revetments, piling repair, and contracts for removal of navigation hazards.
      • Responsible for monitoring and evaluation of advances in dredging practices in the industry.
      • Project Manager for the West Coast regional dredging project, responsible for the coordination and collecting the specifications for hopper dredging projects performed by contract.
      • Acts as Section project manager on channel and harbor contracts administered by Engineering and Construction Division.
      • Performs the following duties: Communicates organizational mission and values; integrates team objectives and work products. Articulates priorities, deadlines, and timeframes.

      This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Specialized Experience Requirement:

      Must have one year of specialized experience equivalent to the GS-11 level in the Federal service which includes experience in applying a wide range of knowledge of

      contracting methods and dredging contracts, scheduling and coordination as it relates to the work of a dredge in navigable waters, and/or federally authorized projects.
