  • Position Overview/Duties:
    • **The Far East District is supporting military construction projects and is seeking interest in a non-competitive reassignment or Temporary Detail.**

       MAJOR DUTIES 

      Serves as Chief of the Environmental Section. The Environmental Section has these missions: (1) plan and execute environmental studies and investigations (e.g. investigate site contamination; prepare cultural resource management plans; perform asbestos building surveys); (2) provide technical input and oversight on environmental contracts (e.g. site remediation, asbestos surveys and abatement, lead-based paint evaluation and removal, UST removal and tightness testing, and chemical testing); and (3) provide expert guidance on environmental issues as required. Incumbent supervises a staff of environmental engineers, geologists, chemists, and technicians. Responsible and held accountable for all administrative, personnel, and functional tasks within the Section. Meets, briefs, and coordinates with District management, U.S. and Korean governmental agencies, and private consultants on project-related issues.

      1. Supervisory Functions: 40% 

      Serves as Chief, Environmental Section, in the Geotechnical and Environmental Engineering Branch. The Environmental Section performs diverse and technically challenging environmental studies and investigations utilizing both in-house and contract resources. Responsible for all supervisory functions within the Section, to include the following: plans, coordinates, and assigns work; manages mission execution, involving budget, funding, manpower, technical, and safety issues; reviews work; monitors day-to-day operations; maintains technical and business-related project databases for Section projects; establishes performance standards and evaluates employees; guides and mentors staff; arranges on-the-job training and recommends formal training; solves management-employee problems and resolves grievances; approves awards; recommends classification changes; attends staff and project meetings; and keeps Branch management informed of significant issues. Ensures that Section operations follow ISO 9001 processes and the Branch Quality Performance Program. Establishes direct liaison with customers and other District offices and US and Host Nation governmental agencies to assist in project definition, enhance Section performance, and meet project/mission goals and objectives. 

      2. Technical Advisor and Expert: 25%

      Serves as District technical advisor and expert on environmental engineering, environmental science, and HTRW (hazardous, toxic, and radiological waste) matters. Provides expert advice on environmental investigation methodologies, waste sampling and disposal, human health and environmental exposure risks, and site remediation and contaminant mitigation technologies as applied to the planning, design, and construction of facilities and facility management on US Forces Korea installations. Applies knowledge of both U.S. and Korean environmental guidance, laws, and regulations in recommending courses of action on assigned projects. Interprets and clarifies policies and criteria for District management and staff. Reviews, documents, and prepares written comments and point papers based on own knowledge, personal research, and consultation with other technical experts. Confers with technical staff within USACE and other US and Host Nation governmental agencies to furnish or obtain information pertaining to the District's environmental program and supporting command requirements. Makes formal presentations on various topics within areas of technical expertise and knowledge. 

      3. Investigations and Reports: 15%

      Participates in the conduct and reporting of various environmental and HTRW studies and investigations. These are typical projects conducted by the Environmental Section: soil and groundwater contamination investigations; environmental facility management plan development; asbestos and lead-based paint building surveys; hazardous waste sampling; remediation designs; and performance monitoring during abatement and site restoration activities. Resolves all scope and funding issues through the District Project Manager and project customer as appropriate prior to the start of work. Coordinates resource requirements with ongoing projects within the Branch. Prepares clear, precise, and technically competent reports on investigation findings, conclusions, and recommendations. Attends project review meetings to clarify investigation results and resolve any remaining technical issues. 

      2. Laboratory Oversight: 10%.

      The Environmental Section conducts chemical and physical tests on these types of samples: soil; groundwater; surface water; drinking water; hazardous waste; asbestos-containing materials; and lead-based paint. Provides administrative oversight of the District Environmental Laboratory and monitors contract laboratory performance. The incumbent maintains, through subordinate supervisory staff, current management plans, standard operating procedures, training, testing proficiencies and accreditation, and safety and chemical hygiene programs in accordance with Branch, USACE, and OSHA regulations, policies, and guidelines. In conjunction with subordinate subject matter expert, establishes laboratory testing policies and practices to best meet project/mission requirements.

      5. Site Visits: 10% 

      Conducts site visits during project design to evaluate the progress of investigation tasks such as exploratory drilling, material sampling, installation of groundwater monitoring wells, equipment decontamination, instrumentation, and the use of personal protective equipment and related health and safety measures. Modifies the investigation plan as needed to meet project objectives, within funding constraints (e.g. adjust sample selection and testing criteria). Visits construction sites to provide specialized advice and consultant services to District or installation personnel. Provides recommendations on material handling problems during remedial actions (e.g. on-site or off-site treatment and disposal of excavated contaminated soil). Performs field inspections of completed projects that require continued monitoring as an O&M function by the adopted design solution. Prepares site visit reports to document significant findings and recommendations. 

      Performs other duties as assigned.

      This is a job opportunity notice for a permanent GS-13 position, open to current, permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment. Eligible applicants must currently hold, or have previously held, a GS-13 position or higher with responsibilities comparable to those described in the Specific Duties section. Candidates seeking a lower grade through non-competitive reassignment will also be considered. CPAC will determine candidate qualifications. The position is in the Far East District (FED) located at USAG Humphreys, Pyeongtaek, South Korea.

      This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

      This position must be able to obtain and maintain a SECRET security clearance.

      This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

      This position is designated Emergency Essential (E-E) in support of mobilization and wartime missions. If designated E-E, employees will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authorities. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employees must pass a medical examination and receive the required immunizations for the overseas/deployed location. Employees must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement).

      This position is eligible for situational telework. 

      Locality pay does not apply in overseas areas. 

      The initial length of an overseas tour is 36 months.

      This position requires a Professional Engineering License prior to employment. 

      Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
