- Position Overview/Duties:
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
About the Position: Serves as an Archeologist within the Natural Resources and Recreation Branch responsible for ensuring Department of the Army permit actions and Civil Works Operations and Maintenance (O&M) activities comply with applicable cultural resource laws, regulations, and Executive Orders. The incumbent provides professional archaeological expertise in support of regulatory and environmental compliance programs involving historic properties, archaeological resources, and cultural resources management.
Duties
- Reviews Department of the Army permit applications, out-grant applications, and Civil Works O&M projects to determine the presence of historic properties and potential impacts to archaeological and cultural resources.
- Conducts archaeological investigations, surveys, and assessments to identify cultural resources eligible for inclusion in the National Register of Historic Places.
- Prepares archaeological and cultural resource documentation for environmental compliance documents including Environmental Assessments (EA), Environmental Impact Statements (EIS), Findings of No Significant Impact (FONSI), and related National Environmental Policy Act (NEPA) documentation.
- Coordinates with State Historic Preservation Officers (SHPOs), Tribal representatives, the Advisory Council on Historic Preservation, National Park Service, and other Federal, State, and local agencies regarding compliance with Section 106 of the National Historic Preservation Act.
- Plans, designs, organizes, and coordinates archaeological, historical, and cultural resource investigations with universities, museums, historical societies, consulting firms, and contractors.
- Develops scopes of work, research designs, statements of work, and requests for proposals for archaeological and cultural resource contracts.
- Reviews contractor reports and technical submittals for completeness, adequacy, and compliance with professional standards.
- Coordinates and directs field and laboratory investigations using accepted archaeological and cultural resource management methods and practices.
- Maintains liaison with professional organizations, civic groups, and governmental entities and may provide public presentations regarding archaeological and cultural resource programs.
- Ensures proper documentation, evaluation, protection, and preservation of archaeological and historical resources associated with Corps projects and regulatory actions.
- Performs other duties as assigned.
- Other Conditions and Requirements:
- Temporary Duty (TDY) travel may be required.
- Incumbent may be required to conduct fieldwork in remote or rugged terrain and under varying weather conditions.
- Responsible for observing all safety rules, regulations, and directives applicable to the work assignment.
Minimum Experience Requirement:
Basic Requirements for an Archeologist:
A. Education – Degree: Bachelor’s degree (or higher degree) that includes 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school.

B. Education – Related Curriculum: Bachelor’s degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplies academic course work sufficiently similar to the requirements listed in A above (including archeological field school).

C. Combination of Education and Experience: College-level education or training that provides knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

D. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Add your statement about the next lower grade level, then put the following for the specialized experience (edit as needed. this was previously announced in 2019): One year of specialized experience which includes performing 2 out of 3 of the following duties: 1) Providing technical support to project managers on archeological, historical, or cultural resource requirements; OR 2) Conducting archeological site surveys or field investigations; OR 3) Reviewing technical reports prepared by in-house staff or contractors.To qualify at the GS-12 grade level, applicants must possess one year of specialized experience equivalent to at least the GS-11 grade level.
Time in Grade
