  • Position Overview/Duties:
    • Incumbent serves a principle action officer responsible for assuring compliance with the provisions of the Occupational Safety and Health Act (OSHA) as promulgated by Executive Order 12196, DoD, DA, and implementing directives. Reviews all manuals and directives proposed by any divisions with the South Pacific Broder - Task Force (SPB-TF) for inclusion of necessary safety procedures, warnings, cautions, and adherence to recognized safety and health standards such as those contained in the Federal Code of Regulations, National Fire Protection Association and National Standards Institute. Advises management, staff and operating officials and assists in the formulation and preparation of safety program policy statements, standards, and guides. Develops and presents courses of instruction pertaining to the principles and methods of accident prevention. Responsible for scheduling and conducting safety management evaluations of high-risk construction and operational sites located throughout SFB-TF. Studies, plans, and develops controls for environmental health hazards such as noise, sight, temperature extremes, toxic chemicals, nuisance dusts, dermatitis, pesticides, asbestos, confined space and lead paint, etc. Applies regulations, standards, and sound safety practices to detect hazardous operations and conditions and recommends proper safety and occupational health measures to eliminate or minimize the possibility of injury to personnel and damage to property. Incumbent has the primary responsibilities for planning, organizing, and implementing all functions and requirements for the safety program. Coordinates safety and health requirements with the District staff office. Reviews operational plans, training directives and field exercises and operational procedures to ensure that assigned considerations have been evaluated and risk assessments are within acceptable limits. Confers with design engineers during development of design plans and specifications to correct safety deficiencies. Assists design engineers in the application of safety and fire codes and safety engineering standards. Investigates accidents involving injuries and/or material damage to determine circumstances involved and the nature of injuries and/or damage. Perform accident statistical analysis to determine needed accident control measures. Analyzes data collected to isolate trends, determine causative factors and devises remedial actions to preclude recurrences. Consults with subject matter specialists, managers, and union representatives regarding changes in work processes and proposed methods to eliminate risks through the application of control measures.
