- Position Overview/Duties:
This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Job Overview:
Serves as the Chief, Cost Engineering Section, overseeing the preparation of government cost estimates for various projects, including contract modifications, budget estimates for congressional funding, design control, parametric models, life-cycle costs, and contractor price evaluations. Provides expert guidance to project managers, engineering teams, contracting personnel, and attorneys, advising senior management on key cost engineering issues impacting district operations nationally. The role requires expertise in managing complex cost engineering challenges, offering technical leadership, and ensuring cost estimates are accurate, timely, and aligned with project goals.Key Responsibilities:
- Leadership and Supervision: Oversee and coordinate daily activities of the Cost Engineering Section, set work priorities, evaluate employee performance, and resolve complex technical and policy issues. Ensure alignment with broader district programs and manage travel, training, and budget for the section.
- Cost Engineering Expertise and Advisory: Serve as the primary advisor on all cost engineering matters, including contract negotiations, claims, modifications, and value engineering proposals. Prepare price and cost analysis of contractor submittals and develop negotiation strategies to justify the government's position.
- Contract Disputes and Legal Analysis: Review and analyze cost-related issues in contract bid protests and disputes. Work closely with legal and contracting teams to assess and prepare positions for disputes and represent the district as a subject-matter expert in court hearings when necessary.
- Section Operations and Guidance: Provide technical guidance in complex cost engineering tasks, ensuring adherence to sound cost principles. Review reports, correspondence, and conduct field inspections as needed. Oversee the preparation of cost estimates for construction projects, environmental remediation, and project funding schedules.
