  • Position Overview/Duties:
    • This is an internal announcement for two (2) Civil Engineers (Office Engineer/Contract Administrator), GS-0810-12, in the South Atlantic Division, Caribbean District, Construction Division, Contract Administration Branch.

      Position Title: Civil Engineer, GS-0810-12

      Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-12 to qualify.

      Open Period: 13-24 November 2025

      Duty Location: San Juan, PR

      • Interested candidates should provide their resume in the TMP and be prepared to provide current SF-50 upon request.
      • Current permanent USACE GS-12 will be considered for reassignment.

      Major Duties/Responsibilities:

      As a Civil Engineer (Office Engineer/Contract Administrator), you will:

      • Serve as the Construction Division’s technical and administrative authority for assigned projects.
      • Review and coordinate all phases of design packages, ensuring constructability, clarity, and compliance.
      • Participate in pre-award design reviews and interagency coordination meetings for supplemental projects.
      • Develop cost estimates and prepare supporting documentation for contract modifications and change orders.
      • Administer construction contracts for a variety of projects, including MILCON, O&M, and Civil Works.
      • Evaluate contractor submittals, schedules, and payment requests for accuracy and compliance.
      • Support negotiation and resolution of contract changes and claims.
      • Conduct field visits and quality assurance reviews to ensure work meets contract standards.
      • Prepare and present reports, correspondence, and briefings for leadership.
      • Participate in project close-out and turnover activities.
      • Provide support to Emergency Operations as required:

      Preferred Skills:

      • Comprehensive professional knowledge of civil engineering and construction management principles.
      • Strong analytical and problem-solving skills for technical and contractual issues.
      • Experience applying Federal Acquisition Regulations (FAR) and Engineering Regulations (ER).
      • Excellent communication and negotiation skills with contractors, agencies, and team members.
      • Ability to independently manage multiple projects in a fast-paced environment.

      • Bachelor’s Degree in Civil Engineering from an ABET-accredited institution.
      • This position requires an Acquisition Professional Certification or the ability to obtain it within the required timeframe per DoD and USACE policy.
      • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
      • PCS not authorized.
      • Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • This position may be eligible for situational telework.
