Position Overview/Duties

 

About the Position: As a Civil Engineer in Portland District's Design Section, you will perform a wide range of engineering services in the investigation, planning, design, construction and operation & maintenance of flood damage reduction, fish passage, navigation and hydroelectric projects.

 

Key Duties:

  • Conduct field investigations and write engineering reports.
  • Develop civil designs, construction plans and contract specifications, including design analysis, calculations, and quantity estimates.
  • Utilize CADD to perform Civil design and create contract drawings (Autodesk Civil 3D preferred).
  • Prepare Architect-Engineer statements of work, performance requirements and labor estimates.
  • Perform Design Quality Control and Assurance Reviews of in-house and A-E Civil designs.
  • Conduct inspections of projects under construction, review construction submittals, answer Contractor's RFIs, and prepare as-constructed drawings.

NOTE: This announcement is seeking applicants to fill two Civil Engineer vacancies—GS-11 or GS-12—for either a permanent reassignment or temporary NTE 1-year. For the temporary assignment, the duty station is negotiable. No PCS or relocation incentive is approved for the temporary reassignment.

  • Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer.
  • PCS may be authorized (cannot be combined with relocation incentive.)
  • Salary includes applicable locality pay or Local Market Supplement.
  • May be selected at any grade level with non-competitive promotion potential to target grade, subject to current guidance on hiring restrictions.
  • Non-competitive promotion potential to the target grade is subject to hiring freeze restrictions and based on time-in-grade requirements and meeting minimum qualification requirements.
  • TDY up to 25%
