Position Overview/Duties
Utilizing a highly developed knowledge of Life Cycle Project Management, serves as Section Chief and first level supervisor of a multi-national professional work force of project management specialists, language specialists, and other support personnel engaged in LifeCycle Project Management work.
MAJOR DUTIES
1. Responsible for assisting in the development of tools and guidance for implementation of the USACE Project Delivery Business Process (PDBP) per ER 5-1-11. Assisting Project Managers who are responsible for the management of overseas (EUCOM and AFRICOM) programs/projects for the US military, US federal agencies, foreign militaries and governments, and international organizations in planning, design and construction. Performs the full range of supervisory responsibilities including planning, work assignment and review, and supervisory personnel functions. Responsible for implementation and adherence to EEO, and an affirmative action plan as it impacts the office and adherence to position management requirements. Performs a variety of administrative and technical support duties, including maintaining and distributing documents and files to other sections and branches as assigned, and preparing graphs, charts and other materials for briefings and meetings. In coordination with the branch supervisors, develops, analyzes, evaluates, and advises on improving the effectiveness of work methods and procedures,management controls, information and documentation systems, and similar project management functions. Utilizes advanced knowledge of critical USACE operational systems including the Corps of Engineers Financial Management System (CEFMS), Project Management Information System (PROMIS) 2nd Generation (P2), Primavera, Enterprise Data Warehouse (EDW), ProjNet (DrChecks),and PULSE to ensure project information is recorded and updated in accordance with USACEHQ upward reporting requirements.Responsible for overall management of civilian and LN personnel time keeping and to maintain HR personal data classified document repository. Work involves oversight of PM Branch Support Staff.

2. Continuously evaluates operations of the Project Management Branch to ensure the USACE PDBP are followed to meet objectives and goals. Reviews, and coordinates a magnitude of issues, complex concepts, and relationships involving multiple requirements,multiple funding sources and significantly different programs. Develops after-action reports and analyzes data to ensure accomplishments of objectives, timelines, and acceptability. Conducts quantitative and qualitative analysis of assigned programs to identify deficiencies and recommend improvements to the Branch Manager. Provides authoritative guidance in the selection and development of appropriate tools, methodologies, and techniques required to perform analysis, with an emphasis on developing policies and streamlining assigned support services that meet operational, fiscal, and legislative requirements.

3. Consistently exercises independent judgment to carry out supervisory authority or effectively recommend such actions for assigned personnel. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments,and the capabilities of employees. Develop performance standards of subordinates. Evaluates work performance of subordinates.Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from subordinates,referring group grievances and/or more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmentaland training needs of employees, providing or arranging for needed development and training. Finds ways to improve production orincrease the quality of the work directed. Recommends awards or bonuses for non-supervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others. Recommends transfer, furlough, layoff or recall of subordinate personnel. Approves and disapproves leave request. Manages positions efficiently and economically. Supports the ArmyEEO, Diversity and Anti-Harassment Policies. Enforces Federal organization policies, practices, and procedures in ways that support fair and equitable treatment of personnel in all aspects of employment. Participates in the development of the command’s EEO and Diversity Program activities. Institutes the necessary actions and programs to ensure that IWDs are provided reasonable accommodations. Uses Schedule A and other hiring authorities impacting IWDs when implementing human capital responsibilities.Provides and processes requests for reasonable accommodations, in accordance with Federal laws and guidelines to include making decisions on the requests and ensuring that the requests accommodate the workplace needs of the requestor. Ensures that the organization's ADR Program is implemented and that the appropriate level of management participates in individual ADR sessions when management and a complainant have agreed to participate in ADR, through the EEO Complaint Process, per AR 690–600.Ensures fulfillment of civilian career management roles/responsibilities in accordance with AR 690–950.

As a condition of employment, the incumbent must sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt.
Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring passport and associated visa, if authorized.
Must be able to obtain and maintain a US Forces Certificate of License.
Must be able to obtain and maintain a government driver’s license to operate non-tactical vehicle/transportation motor pool (NTV/TMP)vehicles such as a sedan or small passenger van.
This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
