Position Overview/Duties
This is an internal announcement for a Supervisory Public Affairs Specialist, GS-1035-13, in the South Atlantic Division, Charleston District, Public Affairs Office.
Position Title: Supervisory Public Affairs Specialist
Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-13 to qualify.
Open Period: 2-12 February 2026
Duty Location: Charleston, SC.
- Interested candidates should provide their resume in the TMP and be prepared to provide current SF-50 and first and second level supervisor endorsement upon request.
- Current permanent USACE GS-13 will be considered for detail (up to 6 months) or reassignment at the same grade.
Duties and Responsibilities:
Serves as the Supervisory Public Affairs Specialist for the Charleston District and serves as the District’s primary advisor for internal and external corporate and strategic communications. Reports to the District’s Chief of Staff and is responsible for developing and executing strategic communications programs and campaigns that leverage all available communications conduits and emerging technologies to most effectively communicate the Charleston District's story. Incumbent proposes stories to the news media and leadership that can bring major, positive attention to the Corps and Charleston District, quickly, while fulfilling specific objectives defined by the District Commander and senior leadership of the District. Serves as a primary resource to the District’s senior leadership for carefully researched information that directly contributes to overall public communications strategies to reach the spectrum of audiences including media, interest groups, internal stakeholders, Congressional members and other Federal and state agencies. Supervises and manages the Charleston District's Public Affairs Office.
- Advises Leadership on Public Affairs: Provides guidance to the Charleston District leadership on public affairs matters, including strategic responses to issues, and ensures effective communication of the District's mission using various media channels.
- Develops Master Messages: Creates key messaging for the District that aligns with higher-level policies (Army, DoD, etc.), ensuring these messages are appropriately disseminated across Corps' Public Affairs networks.
- Designs Communication Strategies: Develops and implements district-wide communication strategies, using campaigns, media briefings, and leadership interviews to effectively convey the District's messaging to all audiences.
- Monitors Public Opinion & Effectiveness: Analyzes public opinion trends to assess the impact of ongoing communications initiatives and recommends improvements. Administers annual surveys to measure customer satisfaction related to civil works and military programs.
- Supervises Public Affairs Team: Leads and manages a team of Public Affairs Specialists and Visual Information Specialists, overseeing work assignments, performance evaluations, and professional development. Ensures adherence to EEO principles in staffing and promotions.
- Handles Sensitive Issues & Crisis Communication: Coordinates quick responses to sensitive issues, providing accurate, authoritative information to manage public opinion, dispel rumors, and resolve conflicts.
