Position Overview/Duties

Serves as Section Chief, responsible for the direct supervision, management and training of multidisciplinary Project Managers and support staff. The Section Chief, with the assistance of the PMs, will provide overall program/project management for the assigned Interagency & International Support (IIS) Programs. IIS Programs include non-Department of Defense federal agencies such as the Environmental Protection Agency, Department of Energy, Department of the Interior, Veterans Affairs and others.
Directs staff in developing annual program plans, project management plans and project reports. Enforces workload acceptance procedures to review initial project assignments to determine adequacy of furnished criteria for successful project execution.
Supervises subordinate multidisciplinary Project Managers. Establishes priorities and assures timely completion and acceptable quantity and quality of work products. Accepts amends or rejects work as necessary or appropriate. Schedules and approves leave of subordinates. Establishes performance requirements and makes formal performance appraisals, counsels employees on problems encountered, adjusts informal complaints through discussion with employees.
Assesses organizational resources to ensure the program has sufficient manpower to execute the Branch mission. Evaluates, recommends, and adjusts accordingly the numbers and disciplines of in-house personnel needed to support the programs. This requires that the incumbent apply a wealth of engineering, scientific and project management knowledge to achieve scheduling, funding and program goals; and to ensure use of optimum approaches which meet project criteria.

Minimum Experience Requirement: One year of specialized experience which includes: 1.) Full life cycle management of infrastructure construction and environmental projects; AND 2) Implementing environmental policies and guidelines to ensure compliance (e.g. CERCLA, RCRA, and NEPA) AND 3) Developing project scope requirements and milestones for multipurpose projects; AND 4) Monitoring milestones to ensure projects are within scope, budget and on schedule. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).


TIME-IN-GRADE: Applicants applying for a temporary promotion must meet the Time-in-Grade Requirements of 52-weeks at the next lower grade at the time of application.

  • A supervisory probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is covered by PWR SSR (Special Salary Rate).
