Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

This position is with the US Army Corps of Engineers, Marine Design Center, located in Philadelphia, PA. The Marine Design Center was established in 1908 as a center of expertise and experience for naval architecture and marine engineering. The Center provides total project management including planning, engineering and shipbuilding contract management in worldwide support of Corps, Army and national water resource projects. The Center services the entire Corps of Engineers by preparing preliminary workboat, barge, and ship designs, preparing contract designs, performing marine engineering and naval architectural consulting, performing stability analysis for vessels, load handling analysis for floating cranes, specification writing for both new construction and major vessel upgrades, and preparation of technical contract sections. In addition, the center manages floating plant acquisitions to include quality assurance at shipyards, contract compliance, physical testing, and direct support to Contracting Officers. Vessel types include hopper dredges, dustpan dredges, floating cranes, crane barges, survey boats, towboats, specialty barges, and various types of workboats. Serves as a Project Manager (PM) with responsibility for the planning, execution, and delivery of multiple, complex, and high-value projects involving Government floating plant acquisition. Functions with a high degree of independence and authority, serving as the primary point of contact for all project stakeholders throughout the project life cycle. Leads cross-functional teams and integrates technical, contractual, and programmatic requirements to ensure successful project outcomes. Exercises knowledge of acquisition, engineering, and project management principles to mitigate risk, resolve complex issues, and ensure alignment with organizational goals and sponsor expectations. Provides authoritative recommendations on contracting strategies and represents projects before senior leadership and review boards.
This position is advertised as a GS-12 with a Full Performance Level of GS-13. This announcement is being used to fill the vacancy at any of the following grade levels (GS-12 or GS-13). The duties described below represent the full scope of the position; the level of responsibility, complexity of assignments, and degree of supervision will vary based on the grade level at which the applicant is selected.
As a Project Manager (PM) at the Marine Design Center, your responsibilities will include, but not be limited to, the following:
- Serves as the primary point of contact for assigned projects, coordinating with sponsors, contractors, architect/engineer firms, and other stakeholders throughout the project life cycle.
- Plans, develops, and manages comprehensive project plans, including schedules, budgets, manpower requirements, scopes of work, work breakdown structures, and milestone events.
- Integrates and coordinates input from multiple functional disciplines (e.g., engineering, construction, contracting, legal, and planning) to ensure cohesive project execution.
- Organizes and leads cross-functional project teams composed of internal and external members; ensures team members are informed of project developments and mission objectives.
- Identifies, analyzes, and resolves project issues and conflicts; elevates complex issues to higher authority when necessary.
- Monitors project progress against established schedules, budgets, and milestones; anticipates risks and implements corrective actions to maintain project performance.
- Coordinates project activities and resource requirements with internal offices and external partners to ensure alignment and timely execution.
- Provides expert-level technical advice and mentorship to lower-graded project managers.
- Prepares and delivers formal briefings, reports, and presentations to stakeholders, senior leadership, and review boards.
- Represents projects at Project Review Board (PRB) meetings and recommends contracting methodologies for design and construction.
- Ensures delivery of high-quality products and services in alignment with organizational standards and customer expectations.
Qualification:
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying
experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Educational Requirement for Civil Engineer, Mechanical Engineer and Electrical Engineer or Naval Architect:

Specialized Experience GS-12: One year of specialized experience which includes experience: 1) Coordinate with superiors an interdisciplinary project team to complete projects such as Marine Vessel construction. 2) Review formal proposals for technical feasibility and efficiency and cost acceptability with assistance from superiors. 3) Conduct checks on projects to perform quality assurance oversight
inspections with assistance from superiors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-13: One year of specialized experience which includes experience: 1) Coordinate an interdisciplinary project team to complete projects such as Marine Vessel construction. 2) Review formal proposals for technical feasibility and efficiency and cost acceptability. 3) Conduct checks on projects to perform quality assurance oversight inspections. This definition of specialized
experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Other Conditions and Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- At the GS-13 grade, position requires possession of a Project Management Professional Certificate (PMP) or may obtain within 24 months of employment. At the GS-13 grade, position requires submission a Confidential Financial Disclosure Report (OGE450) of time of entry and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- One year trial/probationary period may be required.
- Direct Deposit of Pay is required.

- Salary includes applicable locality pay or Local Market Supplement.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Parking is available for a daily, weekly, or monthly fee in the vicinity of the Philadelphia District office building, at employee's expense. However, most employees commute through public transportation or high-speed rail. The Army currently provides up to $300 per month for mass transit subsistence.
