Position Title: SUPERVISORY PROCUREMENT ANALYST (DEPUTY OF SMALL BUSINESS), GS-1102-14

Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-13 or higher to qualify

Duty Location: USACE Office location – duty location determined upon selection.

  • Interested candidates should provide their resume in TARP and be prepared to provide current SF-50 and first and second level supervisor endorsement upon request.
  • Current permanent USACE GS-14 will be considered for details at the same grade (up to 1 year) or reassignment pending Hiring Freeze ETP approval.
  • Current permanent GS-13 will be considered for temporary promotions not to exceed 120 days pending Hiring Freeze ETP approval.

Duties:

Serves as Deputy Associate Director of Small Business Programs and Senior Staff Officer at U.S. Army Corps of Engineers Headquarters. Leads development and execution of small business programs supporting national security, infrastructure, energy, environment, and disaster operations. Responsible for the development, implementation, and execution of small business programs IAW regulatory and statutory authorities. (this includes Small Businesses, Women-Owned Small Businesses, Service-Disabled Veteran Owned Small Businesses, Historically Underutilized Business Zones (HUBZone) Small Businesses, and Small Disadvantaged Businesses,  Historically Black Colleges and Minority Institutions (HBCU/MI) as well as Labor Surplus Areas). Provides expert guidance on contracting policies, ensuring compliance with statutory and regulatory requirements. Conducts program reviews, offers acquisition planning and strategy recommendations, and supports evaluation boards. Coordinates activities across USACE to ensure consistency and effectiveness. Leads and supervises a national headquarters staff and provides leadership to small business specialists across USACE commands.

    • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
    • This is a Defense Acquisition Workforce (AWF) position.  The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.
    • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
    • Practitioner Career Level Certification must be met within 5 years.
    • Advanced Career Level Certification must be met within 4 years.
