Position Overview/Duties
Major Duties:
Serve as a Project Manager and Plan Formulator responsible for leading and executing plan formulation and alternative analysis for water resources development studies and associated projects. Independently manages the planning and analytical components of assigned investigations, receiving broadly defined objectives and guidance on complex or sensitive issues. The position requires the integration of environmental, engineering, economic, and policy considerations into comprehensive study products supporting Civil Works missions such as flood risk management, ecosystem restoration, navigation, and watershed planning.
• Develops Project Management Plans outlining scope, schedule, budget, and resources required to achieve study objectives.
• Defines water and related land resource problems and opportunities aligned with National Economic Development (NED) and Environmental Quality (EQ) objectives.
• Conducts and oversees inventory, forecasting, and analysis of conditions within the study area.
• Leads the formulation, evaluation, comparison, and selection of alternative plans.
• Integrates environmental, engineering, economic, real estate, scientific, and operations and maintenance considerations into plan development and recommends optimal solutions.
• Prepares or coordinates major planning reports, including Federal Interest Determinations, feasibility reports, re-evaluations, and special studies.
• Conducts and oversees economic analyses, risk and uncertainty evaluations, systems analysis, and optimization of plan outputs.
• Establishes scopes of work, allocates resources, and adjusts schedules as necessary to meet project milestones.
• Prepares Government cost estimates to support Architect-Engineer and planning service contracts.
• Participates in contract negotiations and assists in determining fair and reasonable pricing.

APPLICABILITY/AREA OF CONSIDERATION: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
APPLICANT QUALIFICATIONS:
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Social Science Series, 0101
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Biologist, Series 0401:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Oceanographer, Series 1360:
A. Degree: Bachelor's degree (or higher degree) with a major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.
Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the specialized experience listed below.
GS-12: Specialized Experience: One year of specialized experience which includes: 1) conducting technical analyses for the formulation and evaluation of plans for water resource projects such as flood control, ecosystem restoration, or watershed planning; 2) assisting in the preparation of planning reports, cost estimates, or contract documents for water resource development projects; and 3) applying relevant policies, regulations, and guidelines to the planning and execution of water resource projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

CONDITIONS OF EMPLOYMENT:
• Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• You will be required to provide proof of U.S. Citizenship.
• This position has been designated as performing Project and/or Program Management functions.
• In accordance with USACE policy and the Program and Project Management Career Development Plan (CDP), Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification.
