Position Overview/Duties

Overseas positions in TDY basis only in Kuwait and Iraq, with 64-hour work week and paid overtime.  

Works under the general supervision of the Area/Resident Engineer. Incumbent is responsible and accountable for the satisfactory performance of all activities within the scope of his/her authority.  The effectiveness of work accomplished is determined in general observation of the results achieved.  Serves as a Project Engineer responsible for performing and directing the full range of field and office engineering activities associated with construction operations at the field office. Supervises work operations of a variety and complexity at the field offices. Applies an extensive knowledge of management concepts as well as professional knowledge of methods, practices, and processes of general, civil, structural, mechanical, or electrical engineering together with practical knowledge of construction methods and techniques in accomplishing assignments.  Assigned projects vary in type and size, but can be characterized as being high tech, fast track, research development with the use of accelerated schedules; the need for new and specialized equipment; considerable site layout and foundation preparation problems, to include unforeseen site conditions, limited accessibility, endangered species habitat, known archeological sites, and National Defense Security environment; and hazardous, toxic and radiological waste (HTRW) considerations; and/or dealings and coordination with a variety of interested parties, local government officials, state and local environmental. Construction is performed under rigid completion schedules and requires strict adherence to safety standards.  Takes charge of all field and office engineering functions for projects as well as has full COR authority to take any and all actions for the following functions on contracts administered by the office.  Assumes full responsibility for administering safety programs.

 

Other Conditions and Requirements

One currently vacant project engineer position is open now with duty station Al Asad, Iraq.  Two (2) project engineer position should open in Kuwait in October 2024.

Incumbent must be able to obtain and maintain an official government passport.

Desirable KSAs: 
1. COR credentials with minimum 1 year demonstrated experience as COR, PE credentials a PLUS.
2. USACE construction contract administration/ RMS- demonstrated knowledge, minimum 2 years experience within the past 4-year period. Includes skill in preparation/ processing of    RFP's, cost estimates, contractor negotiations, and modification write ups.
3. Pertinent construction management/ QA expertise, minimum 2 years experience within the past 4- year period.
4. Engineering degree (bachelor's or higher), or equivalent combination of experience and academics.
5. Working knowledge and demonstrated experience with various types of vertical construction, military construction, civil and site work, and electrical/ mechanical trades.
6. Thoroughly understanding, implementation and adherence of the 3-phase inspection process.
7. Good working knowledge of project scheduling.
8. Ability to read and interpret drawings 
These duties must be performed independently and with a minimum of supervision.

Benefits:
· Iraq (Erbil and Al Asad): Danger Pay 35%, 30-35% Post Differential, 48 hours of paid Overtime/pay period, $3.50 Per Diem. Standard work week is 64 hours per week; 71 hours per week for some positions.  R&R authorized for 1-year tour.
     
· Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.  

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
