120-Day Lateral Detail, Non-Supervisory Contracting Officer, two (2) GS-1102-13 or GS-1102-14 with The South Atlantic Division, Caribbean District, Contracting Division, San Juan, PR

Detail Duties: Primarily serve as a warranted Contracting Officer to contract for Construction, Architect and Engineering, Services and Supplies in support of Civil Works acquisitions. In addition, serves as the contracting subject matter expert for project delivery to include responsible for planning, coordinating, and directing all phases, including oversight, of contracts. Mentors, counsels, and instructs staff on work matters.

Area of Consideration: For GS-13 or 14 professionals USACE wide, currently in the 1102 series. Temporary promotion is not being offered.

Qualifications: Applicant must be a current GS-1102-13 and or GS-1102-14 and hold or be able to obtain at minimum $250M Contracting Officer warrant. Desired experience working in Contract Execution.

Other Essential Information:

  • If selected for an interview, applicant must be able to provide a Statement of Interest, and a written endorsement from the applicant’s Chief of Contracting, with SCO acknowledgement (email is sufficient).
  • This is a virtual position from current duty station and TDY travel will be on an as needed basis based on exemption guidelines. 
  • Any travel will be funded by Caribbean District.
  • The selectee’s salary will be funded by the Caribbean District. Funds will be transferred; accordingly, however, no SF-50 personnel action will be processed due to current hiring restrictions.

Minimum Education Requirement/Requirement:

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
