Position Overview/Duties

Area of Consideration: Current permanent USACE employees eligible for non-competitive reassignment at the GS-12 level.  Eligible applicants must currently hold, or have previously held, a permanent GS-12 position or higher, with the same responsibilities as described below in Position Duties.  Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity.  CHRA will determine candidate qualifications.

 

Summary of Responsibilities: Performs civil engineering design and review work for Host Nation and US funded projects in support of Army, Navy, Air Force, Marines and other official agencies.

Specific Duties: 

  1. Performs civil design, modifications, and review work for various types of United States and Host Nation funded projects.
  2. Projects cover civil problems ranging from the conventional to the complex and require capability of adapting precedents and engineering theories and principles to the particular needs of the project. 
  3. Performs civil design work, including design analysis and contract plans and specifications and any subsequent modifications or change orders.
  4. Receives, distributes for action, tracks, and performs review, when appropriate, of Japanese standards/products submittals.
  5. Serves the staff elements of the District and other agency staff elements as a consultant and expert in civil engineering problems involving design, construction, and operations.

    • • Multiple positions may be filled by this solicitation.

      • Available duty stations are Camp Zama (Kanagawa) or Camp Foster (Okinawa), Japan.  Candidates should state their preferred duty station when applying.

      • The initial length of this overseas tour is 36 months at Camp Zama or 24 months at Camp Foster. Return rights to previously held permanent position of record will be authorized. 

      • Requires 10% Temporary Duty (TDY). 

      • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. 

      • Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. 

      • Relocation incentive may be authorized for eligible candidates based on funding availability.

      • Student Loan Repayment/Advanced Leave Accrual/Separate Maintenance Allowance are not authorized.

      • All positions require the applicant to be a citizen of the United States.

      • Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.

      • Direct deposit of pay is required.
