Position Overview/Duties
Works under general supervision of the Area/Resident Engineer. Supervisor sets the overall objectives and, in consultation with the employee, determines timeframes, priorities and resources required. Incumbent independently plans and carries out assignments; interprets policy, procedures, and regulations in conformance with objectives; coordinates the work with others as necessary, and resolves most conflicts that arise. Keeps Resident Engineer and Team Leader advised of progress, recommendations, solutions and actions taken to resolve problems or other potentially controversial matters. Work is reviewed for effectiveness in meeting objectives, achieving expected results, and compatibility with other work. Incumbent serves as the Authorized Representative of the Contracting Officer on assigned contracts.
Serves as a project engineer in charge of a highly complex project which involves new and specialized equipment, materials, and methods; presents considerable site layout and foundation preparation problems; and extensive special purpose technical equipment installation and structural features requiring specially adapted construction methods and quality control techniques. Reviews and recommends approval action on contractor-submitted materials and equipment. A remote site and/or compressed schedules requires incumbent to exercise considerable latitude in independent judgment and initiative. Typical examples of construction are dining facilities, barracks complexes, flight simulators, dental or medical clinic, highly secured structures, restoration of environmental sites, and multi-purpose range complexes. Technical support in electrical, mechanical, and structural fields is provided upon request; however, circumstances such as the remoteness of the site and compressed construction schedules may require the incumbent to have a broad construction background in all disciplines. Utilizes the Resident Manager's System (RMS) to administer and manage assigned work.
1. Plans, carries out, and reports on work in progress and ensures the contractor administers and completes the construction contract in a competent and timely manner in conformance with terms of the contract. Performs quality assurance inspection of work for acceptability of materials and workmanship; employment of good construction methods, practices, and techniques; and conformance with safety requirements. Devotes a substantial portion of time reviewing the effectiveness of the contractor's quality control system. When contractor is not in full compliance with the quality control system, initiates documented corrective action. Attends contractors' preparatory meetings for each definable segment of work and ensures that minutes of meetings are documented.
2. In connection with required design changes, using service changes, or differing site conditions, conducts studies or investigations compiling data to existing field conditions. Prepares sketches, description of contract change, cost estimates, and evaluation of impact to the construction progress schedule. Information is promptly furnished to supervisor with report of available contingency funds for final determination. Upon receipt of funding document and concurrence of supervisor, issues request for proposal of modifications. Upon receipt of proposals, provides recommendations to supervisor regarding acceptance of proposal or need for issuance of directive to proceed prior to finalization. On assigned projects, responsible for all modifications at field office level, including preparation of BCD, SF-30, sketches, reservation of funds, Government estimates, negotiations, and preparing price negotiations memoranda.
3. Reviews and recommends approval of contractors' construction progress schedule. Reviews contractors' periodic progress reports to ensure work is being performed in accordance with approved construction schedule. Utilizes contractors' progress report as a basis for periodic progress payment estimates. Confirms proper storage of approved construction material and work placed during the reporting period. Progress payment certificates are thoroughly monitored to protect the Government's interest, preclude over obligation of unit price bid items, and insure compliance with labor laws and standards. Prepares monthly progress reports for each project and forwards directly to the Resident engineer and Team Leader. Reports are prepared to indicate scheduled and actual causes of delay. Conducts meetings with contractor personnel to ensure schedule is met, assesses causes of delays and reports same to the Resident Engineer and Team Leader with recommendations for corrections. Monitors enforcement of Department of Labor standards and laws. Oversees the contractors' compliance with Equal Employment Opportunity Programs, Veteran's Programs, and Disadvantaged Minority Subcontractor Programs as applicable. Performs periodic labor interviews. Insures apprentice workers and journeymen are properly classified and paid according to Davis-Bacon minimum requirements.
4. Receives preliminary and final plans and specifications during stages of project preparation. Performs study of plans and specifications to confirm compatibility of field conditions with those indicated on drawings. Ensures review comments are forwarded to District office in a timely manner for inclusion in contract documents prior to amendment cutoff.
5. Assures contractor is effectively administering the Accident Prevention Plan with related Control of Construction Hazards. Attends contractors' preparatory meetings to review the Control of Construction Hazards for each definable segment of work. Ensures safety hazards are promptly corrected and documented on contractors' daily report. Promptly completes and forwards report of mishap to the District Safety Officer for all reportable injuries or property damage. Hazards observed which present an immediate danger to life or property shall be suspended immediately until corrective action is completed.
6. Participates in meetings with using agency to review project progress, pending modifications, and transfer of construction. Person-to-person work relationships include discussion of work with higher management, using agency, and representatives of construction contractors. ACO shall endorse all directives on interpretations furnished to the contractor. Incumbent is continuously cautious to ensure that no action be established or inferred by the contractor as a directive which obligates the Government to a claim for additional costs or time extensions. Incumbent is authorized only to enforce the requirements of the contract.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
