Position Overview/Duties
INTRODUCTION: This is a temporary assignment at the Headquarters of the U.S. Army Corps of Engineers, Directorate of Civil Works. The incumbent will serve as a Legislative Affairs Program Manager for the Office of Legislative and Tribal Affairs (OLTA), responsible for managing and coordinating a wide range of activities related to congressional engagement. This position collaborates with a dynamic team to ensure timely, responsive feedback to requests for information and coordination with OASA(CW). The role requires exceptional organizational and communication skills, with the ability to work effectively with senior leaders and subject matter experts across the organization.
DESCRIPTION OF ASSIGNMENT/DUTIES:
- Manage Congressional Requests: Oversee incoming requests from Congress, including those from authorization and appropriations committees, ensuring efficient handling and prioritization.
- Coordinate Technical and Legislative Support: Task and coordinate time-sensitive requests for technical assistance, including legislative drafting services, effects statements, and preparing responses to Questions for the Record (QFRs) with subject matter experts. Consolidate input from across Headquarters and Major Subordinate Commands (MSCs) for congressional responses.
- Support Senior Leadership Engagements: Assist in the preparation of senior leaders for congressional hearings, including developing materials and managing the internal clearance process for congressional engagement.
- Administer Congressional Correspondence: Manage the flow of correspondence and responses to letters from members of Congress across a range of topics.
- Foster Agency-Wide Coordination: Communicate the latest guidance for congressional engagements and RFIs, including supporting “lunch and learns” and updates for the network of congressional practitioners, and conduct thorough reviews of materials prior to submission to OASA(CW).

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). APPLICABILITY/AREA OF CONSIDERATION: This is a temporary reassignment or temporary promotion open to current eligible GS-13/14, Program Manager, GS-0340 employees within the U.S. Army Corps of Engineers.
LOCATION OF ASSIGNMENT: This opportunity will be considered for a duty station outside of Washington, DC working out of a USACE Office in accordance with current guidance. Periodic travel to Washington, DC may be required, and costs paid for by Headquarters.
APPOINTMENT TYPE: This temporary assignment will be for 120 days.
APPLICANT QUALIFICATIONS: Nominees will be selected on the basis of the following qualifications:
- Knowledge of Legislative Processes: Demonstrated understanding of the congressional environment, including legislative procedures and the functions of congressional committees.
- Advanced Communication Skills: Superior ability to develop high-quality written materials and oral presentations for senior officials, and experience preparing leaders for congressional engagements.
- Policy and Program Analysis: Proven experience analyzing complex policy, programmatic, and legislative issues to inform organizational responses and strategy.
- Coordination and Project Management: Ability to manage, coordinate, and track multiple complex and time-sensitive tasks across a large organization, ensuring timely and high-quality responses.
- Interpersonal and Training Skills: Strong interpersonal skills for effective collaboration with senior leaders and subject matter experts, with experience developing or delivering guidance and training to internal practitioners.
SALARY & TDY: Selectee's salary will be funded by Headquarters, Directorate of Civil Works, Office of Legislative and Tribal Affairs. Travel and per diem will be paid by the Headquarters, Directorate of Civil Works, Office of Legislative and Tribal Affairs.
