Position Overview/Duties

This is an internal announcement for four (4) Construction Control Reps, GS-0809-11, in the South Atlantic Division, Charleston District, Construction Division.

Position Title: Construction Control Representative

Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-11 to qualify.

Open Period: 28 October-23 November 2025

Duty Location: 1 position - Joint Base Charleston, SC
1 position - Savannah River Site, Aiken, SC
2 positions - Fort Jackson, SC

  • Interested candidates should provide their resume in the TMP and be prepared to provide current SF-50 upon request.
  • Current permanent USACE GS-11 will be considered for reassignment at the same grade.

Serve as a Construction Control Representative responsible for overseeing and managing construction, renovation, and facilities investment/preventative maintenance operations for civil, military, and interagency projects. Duties include interpreting plans and specifications, ensuring contractor compliance with labor laws, monitoring work progress, and supervising inspectors and technicians. The role involves recommending major changes, managing project quality control, and ensuring compliance with contract requirements. Works on large-scale military or civil projects such as barracks, hospitals, dams, levees, and environmental restoration.

Duties:

  • Review & Planning:
    • Analyze plans and specifications to assess project feasibility before construction begins.
    • Ensure adequacy of proposed methods and materials.
    • Develop daily QA activity plans aligned with construction schedules and special assignments.
    • Coordinate QA efforts with engineers and contractors, especially regarding inspections and training.
    • Review material and equipment delivery schedules, recommend methods for expediting.
  • Quality Assurance:
    • Perform and oversee field quality assurance tests.
    • Conduct preliminary design analysis and cost estimates for potential changes or solutions.
    • Recommend acceptance/rejection of deviations or substitutions proposed by the contractor.
    • Provide supporting data, sketches, and documentation for changes and disputes.
  • Construction Oversight:
    • Manage detailed quality assurance for concrete, structural steel, foundations, roofing, and other construction aspects.
    • Review plans, specifications, and contractor submissions for approval.
    • Maintain checklists for periodic contract features, including material and equipment samples.
    • Prepare as-built drawings and draft correspondence as needed.
  • Dispute Resolution:
    • Work informally with contractor’s staff to resolve on-site disputes.
    • Interpret plans and specifications for contractor personnel.
    • Evaluate contractor’s inspection and safety programs.
  • Negotiation Support:
    • Assist in negotiating field changes by providing insights on contractor proposals, site conditions, and feasibility.
  • Safety Monitoring:
    • Monitor contractor safety programs for compliance with EM 385-1-1 and other safety regulations.
    • Observe safety practices on-site and address issues through the three-phase inspection system.
