Position Overview/Duties

Specialized Experience:  GS-13. One year of specialized experience equivalent to the GS-12 level in the Federal Service which includes the implementation or oversight of safety and health requirements on a construction or renovation sites and well versed in and have experience preparing contract documents such as scope of works, and input into contractor proposals.

1. Serves as senior technical specialist responsible for analyzing, organizing, and coordinating major elements of the safety program involving the OSHA. Evaluates the effectiveness of the contractor’s SOH  program through the review of documents and site evaluations with particular emphasis on HNC product lines.  Performs SOH evaluations of contractor’s field work to determine conformance to safety requirements, standards, and regulations; notes hazards and undesirable operating conditions and recommends corrective actions.

2.  Serves as the safety office focal point for the program(s) assigned and is an integral team member of the PDT providing expert advise in SOH matters. Prepared and instructs safety information to train the PDT.  Provide input into or conduct safety meetings, or briefings as required. 

3.  Prepares, and reviews, scopes of work, accident prevention plans, activity hazard analyses, and other SOH documents.  Recommends approvals for the adequacy of safety compliance assessments, hazard analyses, site specific safety plans and other complex safety documents.

4.  Serves as the technical advisor for implementing requirements of the OSHA within the HNC and for advising product line activities performed worldwide, on safety program policy. Provides guidance, and advice to both government and contractor personnel regarding SOH related issues. Originates, plans and develops command level policies on SOH and related training programs.

5. Assists with the Command SHO program and the implementation of a Safety Management System.
