Position Overview/Duties

Responsibilities/Duties:

  • Lead the development and execution of park programs - plan and implement the four program areas of recreation management, natural resources management, visitor assistance and interpretation.
  • Coordinate development and maintain land and natural resources management plans. Prepares, updates and oversees implementation of the Cultural/Historical Resource Plan, project fish and wildlife management plan, etc.
  • Conduct administrative duties to include contract administration, budget, public relations, property accountability, maintenance and protection of real property, visitor safety, park inspection and personnel administration.
  • Develop Natural Resource concept plans for improvements in operations and efficiency. Inspect, audit, monitor, and report resources and programs to ensure compliance with all Federal, State and local environmental regulations, etc.
  • Serve as technical advisor for Natural Resources in the liaison capacity between the Project, District, and other partner agencies.
  • Implement management plans with other agencies to promote protection of threatened or endangered species.
  • As a Park Ranger; responsible for the development and execution of the Recreation Management program including coordination of the work of other Rangers at a lake project. Executes visitor assistance and services programs.
  • Enforces federal regulations through education and the issuance of written warnings and violation notices.
  • Plans project surveillance, maintenance responsibilities, and overall visitor safety through patrols of project lands and waters.

Qualification Requirements:

Basic Education Requirement for Natural Resources Specialist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Specialized Experience:

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes assisting in the planning and implementing of environmental, recreational, and natural resource management activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Management, biological sciences, agriculture, natural resource management, chemistry fish and wildlife administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add two percentages.

Other Conditions and Requirements

Conditions of Employment:

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must be able to obtain and maintain a valid and current state driver's license and motorboat operators’ license.
  • Position is subject to pre-employment and random drug testing in accordance with AR 600-85.
  • Incumbent is required to wear prescribed uniform as identified in regulation, ER 1130-2-550.
  • Ability to acquire designation as ordering officer under the Government Purchase Card program.
  • Maybe required to work nights and/or weekends depending on the needs of the project.
  • Occasional overnight travel required (approximately 10%) for training, conferences and/or rotational assignments.
  • Incumbent must receive a minimum of 24 hours of personal protection/unarmed self-defense, situational evaluation and tactical communication training within two years of employment.
  • Incumbent must possess or be able to acquire first aid, cardiopulmonary resuscitation and blood-borne pathogen training.
