Position Overview/Duties

This is an internal announcement for a Project Controls Specialist, GS-0301-12, in the South Atlantic Division, Charleston District, Programs, Planning, and Project Management Division.

Position Title: Project Controls Specialist

Who May Apply: This position is only open to CURRENT, PERMANENT USACE EMPLOYEES. You must be a GS-11 or GS-12 to qualify.

Duty Location: Charleston, SC (other SAC offices may be considered).

Position Overview:

This is a Project Controls Specialist position within the Programs, Planning & Project Management Division (PPPMD), Civil Works Programs Management Section, located in Charleston, SC. The role supports a complex, regional multi-million-dollar program portfolio covering Civil Works projects across South Carolina. The core of this position is to perform substantive technical analysis and hands-on management of project data within the P2 Primavera Scheduling system. The purpose of the work is to provide analysis and guidance on creating, modifying, and updating project scheduling and financial data. This work directly supports Project and Program Managers in tracking performance, ensuring funds are effectively utilized, and maintaining accurate reporting for the entire Charleston District.

Duties:

  • Serve as a Project Controls Specialist with responsibility for execution, tracking, and monitoring of the Charleston District's Civil Works Program, which includes Operation and Maintenance, Construction, and Environmental Infrastructure projects.
  • Support the administration and application of the P2 P3e Primavera Scheduling system, helping to ensure its effective use within the Charleston District.
  • Work with Project Managers and technical teams to ensure all projects are accurately entered and maintained in the P2 Primavera Scheduling system, including defining the Work Breakdown Structure (WBS), developing schedule logic, and applying district resources.
  • Assist in interfacing the P2 system with the Corps of Engineers Financial Management System (CEFMS) to ensure the proper and accurate transfer of project schedule and financial data.
  • Review project progress by collecting execution data, measuring performance against cost and schedule baselines, and assisting Project Delivery Teams (PDTs) in understanding and resolving variances using earned value reports and techniques.
  • Monitor the execution of the approved program to identify potential scheduling issues and assist in preparing for change management process as needed.
