Position Overview/Duties
This is a Direct Hire Authority (DHA) announcement for a Budget Officer in the South Atlantic Division, Caribbean District, Resource Management Office.

Position Overview:
Serves as District Budget Officer and Chief, Budget, Manpower, and Management Analysis Branch, responsible for district
Budget, Manpower, and Management Analysis programs.
Duties:
- Supervises the work of employees involved in management analysis, budget formulation, execution, and analysis, and manpower management.
- Negotiates with high-ranking officials and representatives from other federal agencies, ensuring that district budget proposals align with broader federal objectives and securing necessary resources to meet district goals.
- Evaluates the effect of cost and program changes on the budget execution process.
- Directs attention to actual or potential funding problems and recommends policy for solving them.
- Provides budgetary and technical leadership for the development of cost estimates associated with long-range multi-year projects.
- Establishes financial management procedures for continual review and surveillance of fund subdivisions and limitations to preclude occurrences of over-obligation of funds.
- Navigates complex budgetary environments, including periods of constrained budget authority due to Continuing Resolution Authority (CRA), requiring the development of innovative solutions to maintain district operations.
- Coordinates periodic and special manpower utilization and management reviews for the District's diversified and complex missions.
- Prepares concurrence and reclamas to survey findings of functional reviews for final approval by the Commander.
- Makes formal and informal presentations pertaining to management and manpower programs to the Commander, higher headquarters, and heads of activities or visiting officials.
- Conducts educational sessions for District personnel on topics within the management and manpower arena to assure full understanding and uniform implementation and efficiency.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

- This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- PCS may be authorized.
