Position Overview/Duties

The U.S. Army Engineer Research and Development Center (ERDC) is one of the premier engineering and scientific research organizations in the world. As the research organization of the U.S. Army Corps of Engineers, ERDC conducts R&D in support of the Soldier, military installations, and civil works projects (water resources, environmental missions, etc.) as well as for other federal agencies, state and municipal authorities, and with U.S. industry through innovative work agreements. Serves as Procurement Analyst, fully participating in the operation, management, and direction of a comprehensive contracting and acquisition program, meeting the needs of the Center and serviced activities.


Senior Advisory – Serve as a senior advisor to the Branch Chief and other key officials, in all aspects of contracting and contract administration.

  • Procurement Management – Manage the full range of procurement functions for all types of contracts.
  • Process Improvement – Analyze historical trends to identify and remedy training deficiencies or office inefficiencies. Create, improve, and standardize processes to ensure consistency and correctness.
  • Oversight and Compliance - Ensure sufficient oversight from Contracting Officers, Contract Specialists, and Contracting Officer’s Representatives (CORs) for contract management and past performance reporting. Conduct solicitation/contract reviews and lead the development of Corrective Action Plans.
  • Business Operations – Assisting with the management of data calls and contract closeouts.
  • System Administration – Aiding in the management and maintenance of required E-Systems, including ACWS, VCE, CPARS, PIEE, TASS, SharePoint, and other associated systems.
  • Equipment Inventory – Managing the inventory of government equipment.
  • Program Management – Providing support for the Government Purchase Card (GPC) Program.
  • Guidance and Training – Providing guidance and/or direction to other contracts specialists on the award of various types of procurements to ensure correctness and accuracy of work.
  • Policy Interpretation – Acting as an authority for interpreting procurement policies and regulations.
  • May be required to obtain and maintain a Contracting Officer’s warrant.

  • Vicksburg, MS; Hanover, NH; Champaign, IL; or Alexandria, VA; or previously approved official ERDC duty location.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoW, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Multiple positions may be filled from this notice.

Basic Requirement for 1102 series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

APPLICANT QUALIFICATIONS: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below:

Specialized Experience: One year of specialized experience which includes: Develop procurement or contract administration strategies or plans that incorporate all actions necessary through closeout; advise leaders on contract administration, progress, and conflicts; review the work of subordinate employees for quality and regulatory compliance; ensure contracting laws, higher authority directives/policies, and local guidance are implemented. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 / DJ-03).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This position has a Temporary Duty (TDY) or business travel requirement of <25% of the time.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.

  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
