Position Overview/Duties

As a dam safety engineer within Dam Safety Section, Dam and Levee Safety Branch, Engineering Division, Omaha District the duties for all GS grades allowed under this vacancy are the following:

• Performs civil engineering work primarily for flood risk reduction projects assigned to the section which may include dams, levees, or other flood diversion structures, retaining walls, and general earthwork.
• Supports District's Dam Safety Program by performing annual, periodic, and special inspections of civil work structures, evaluating instrumentation data, conducting dam safety training, and participating in emergency flood fight activities.
• Completes geotechnical studies and designs including preparing geotechnical reports, developing subsurface investigations and laboratory testing programs for establishing design parameters for foundations and earthwork features as well as performing analyses of settlement, slope stability, embankment slope protection, seepage, bearing capacities, and earth pressures.
• Performs evaluations of the dam instrumentation and monitoring data, understands how it relates to the condition of the assigned project and takes appropriate action.
• Conducts inspections of Federal and non-Federal dams, levees, and other civil works projects and prepares inspection reports.
• Reviews and prepares geotechnical portions of plans and specifications.
• Provides support to emergency operations during floods or other emergencies including evaluating performance of flood risk reduction structures and making recommendations for remedial and/or permanent repairs.


Additional duties required for the GS-12 level position:

• Serves as a lead or project Engineer responsible for coordinating, directing, and managing multi-disciplinary teams during the planning, design, contracting, and operation and maintenance of projects.
• Develops schedules and budgets enabling work completion within established milestones.
• Reviews progress of work elements within Engineering Division for quality conformance.
• Performs in-house design team briefings with review authorities/consultants.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Position covered by PWR SSR (Special Salary Rate).


Minimum Education Requirement: BS in Civil Engineering
Minimum Experience Requirement: Applicant must be eligible for applicable grade.
