Position Overview/Duties
This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. This Program may only be utilized for non-competitive placements; to include voluntary reassignments, promotions (not-to-exceed 120 days), voluntary changes to lower grade, details, and deployment opportunities. Employees interested in permanent or temporary promotions of longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.

Duty Location: Assigned to Philadelphia District, PA with duty @ Fort Dix, NJ

Start date will be coordinated with current Supervisor.
Duties:
- Manages and oversees multiple, long-term service contracts, ensuring contractor compliance with schedules, requirements, and budget constraints.
- Monitors contractor performance, identifies and resolves deficiencies, and certifies periodic and final payments.
- Serves as the primary technical point of contact for customers, contractors, and external agencies on assigned projects.
- Provides technical guidance and support to the Contracting Officer and other stakeholders, ensuring quality contractor performance.
- Controls project budgets and schedules, ensuring commitments to customers are met.
- Ensures the technical accuracy, completeness, and timeliness of all project deliverables.
- Interprets engineering and architectural plans, specifications, and technical manuals to ensure adherence to contract requirements.
- Applies practical engineering knowledge and expertise in contract practices, methods, techniques, costs, materials, and equipment.

- The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
- Work outside of normal duty hours may be required to include weekends and holidays.
