Position Overview/Duties
Cultural Resources Program Manager is responsible for the overall management, control, development, coordination and execution of the cultural resources program for the Omaha District and is responsible for the efficient and effective coordination and accomplishment of the Omaha District's Cultural Resource Management Program. Applies an extensive knowledge of management concepts, principles, methods and practices. The position requires a Program Management Business Processes, technical background, understanding of United States Army Corps of Engineers (USACE) policies, procedures, authorization and appropriation processes, as well as a proficient knowledge of National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGPRA), and the USACE’s Tribal Trust Policy.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. Minimum Education Requirement: A 4-year bachelor's degree in engineering, biological sciences, natural resource management, physical sciences, archeology, anthropology or a related field is typical or a combination of education and experience equivalent to a major (i.e., 24 semester hours) in the required field, plus appropriate experience, may satisfy the requirement.
Minimum Experience Requirement: One year of specialized experience which includes: 1) Managing multiple projects with knowledge of project direction, budget, strategic communication with partners, stakeholders and senior government officials; AND 2) Resolving programmatic issues arising from the integration of multiple sets of legal and administrative regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

- Contracting Officers Representative certification within 24 months after appointment.
