Position Overview/Duties
This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.
This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). This is an internal announcement for a Supervisory Civil Engineer, GS-0810-13, in the North Atlantic Division, Baltimore District, Engineering Division.

Anticipated Start Date: This assignment will begin on/about pay periods beginning in the 3rd Quarter of FY26.

Position Summary and Duties:
As the Chief for the Foundations & Dams Section, Geo-technical Branch, you will be responsible for scheduling and coordinating work with other segments of the District Office in the development of design criteria for the foundations of a wide variety of structures and facilities, such as hospitals, laboratories, administration buildings, barracks, mess halls, service facilities, central heating systems, sewage disposal systems, power supply systems, armories, wind tunnels, climatic test buildings, explosive test buildings, warehouses, shops, roads, railroads, air fields, hangers, control towers, operations buildings and associated mechanical and electrical installations, large family housing projects, detection and defense installations, and similar facilities and embankment structures.
The duties for this position include, but are not limited to, the planning, supervising, coordinating and determining applicable policy for:
- The design of airfield and vehicular pavements and foundations accomplished within the Section
- Investigation of subsurface condition; review and approval of foundations and airfield and vehicular pavement designs recommended by architect-engineers under contract
- Preparation of economic justifications concerning usage of materials and equipment
- The review and approval of pertinent portions of design analyses, plans, and technical specifications.
- Furnishes technical advice and information relative to the design of structure and embankment foundations and pavements.
- Conduct studies and prepares correspondence, reports, and data on field problems due to unusual conditions in the immediate vicinity of the work site
- Reviews recommendations made by subordinates and forwards data to design engineers for use in preparation and completion of other phases of the work as required
- Monitor work in progress to assure compliance with scheduled completion dates
- Overviews and supervises the review of plans, design analyses, and specifications submitted by contract Architect-Engineer for design foundations for structures and embankment and vehicular and airfield paving
- Perform supervisory personnel management functions and exercise responsibility to assure effective implementation and operation of District, Division, OCE and DA policies, regulations and guidelines concerning workforce and workplace areas
- Interpret District policies, regulations, standards, and procedures to subordinates, manage positions and pay by conducting cyclic position reviews, assuring attainment of position and pay management objectives
- Responsible for the instruction of subordinates in safe working methods and practices and for the correction or reporting of any condition that appears to be a potential accident hazard or that impairs the safety of other employees or other individuals

Other Conditions and Requirements
Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer, P.E. This license/registration must be in good standing and issued by any one of the 50 states or its territories.

- Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
