Position Overview/Duties
- You will award contracts of a highly specialized and complex nature, with monetary value at times reaching $500 million and administer these contracts from cradle to grave.
- Work items relate to Military and Civil Works, Energy Conservation, Dam Safety, Flood Risk Reduction, Ecosystem Restoration, Environmental Mitigation, Remediation, and Clean-up, and support to USACE parks and lakes.
- Participate in operational planning with top management and key operating officials, in order to advise on the contracting implications of proposed management decisions, and to recommend alternatives based on contracting considerations.
- Train, mentor, manage workload and lead lower graded staff, by delegating tasks, reviewing work and having an overall understanding of the status of all actions assigned to them.
- Oversee the processing of contract claims and disputes arising under the Contract Disputes Act.
- You will conduct "cradle-to-grave", or life-cycle contracting.
- Conduct acquisition planning, market research, oversee and participate in formal and informal source selection processes
- Conduct cost/price analysis, negotiate, prepare required pre- and post-award contract documents, and full contract administration and closeout.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing contract acquisition and procurement activities to include evaluating proposals, negotiating price, terms, and conditions of contracts; AND conducting pre and post-award functions for contract administration.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11 or GS-12).

- This position requires DAWIA Contracting Professional acquisition certification.
- This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
