The Walla Walla District US Army Corps of Engineers helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
DUTIES
• Plan and perform on-site surveys which include walking and carrying objects for prolonged periods of time over rough, uneven mountainous terrain, and steep slopes.
• Plan and participate in full range of Land Surveying duties in connection with planning, design, and construction.
• Perform all office computations and direct survey layouts, hydrographic chart making, and topographic mapping for the District.
• Plan and prepare contract specifications and Government estimates.
• Plan and participate in the presentation or selection process leading up to contract award.
• Verify contractor survey techniques and project conditions for quality assurance.
• Review incoming field survey material for accuracy and compliance.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). We are specifically seeking a non-competitive reassignment for this opportunity but may consider other non-competitive placement options highlighted above.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Serve as an incidental motor vehicle operator. Operate an automobile or light truck to accomplish assigned duties. Drive during daylight and nighttime hours in fair and inclement weather conditions on regularly traveled roadways or public highways. Occasionally drive off established roadways to reach job location. Usually drives 1 to 4 hours at a time and occasionally up to 7 hours when visiting distant field locations. Employee must be physically able to operate the motor vehicle without danger to self or to others.
- TDY travel may be required up to 15% of the time.
- Senior Land Surveyor, GS-12, will be required to obtain or maintain Land Surveyor License within 12-months of appointment/promotion.
- Annual Financial Disclosure required.
- Must be able to personally carry land surveying equipment up and down steep embankments and over rough terrain in fair and inclement weather.

EDUCATION
Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-07 Specialized Experience: I have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes experience in at least 2 of the following areas: (1) topographic surveying, (2) bathymetric surveying, (3) mapping, (4) mathematical computations, (5) assist with marking, investigation, and reestablishment of land and property boundaries, and (6) provide input for plats and legal descriptions for tracts of land. (Specific experience must be well documented in resume).
