Position Overview/Duties
Area of Consideration: Current, permanent USACE and Army wide employees eligible for non-competitive reassignment at the GS-12 level. Eligible applicants must currently hold, or have previously held, a permanent GS-12 position or higher, with the same responsibilities as described below in Position Duties. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity. CHRA will determine candidate qualifications.
Major Duties: Performs architectural design and review work including modifications to District projects. Projects cover architectural problems ranging from the conventional to the complex and require a capability of adapting precedents and engineering theories and principles to the particular needs of the project. Projects include missile assembly buildings, communication facilities, family quarters, bachelor quarters, fire stations, theaters, chapels, service clubs, dental clinics, dispensaries, hospitals, commissaries, warehouses, ammunition storage facilities, precision measuring equipment laboratories, hangars, power plants, POL facilities, hydrant fueling systems, boiler plants, etc. Reviews these projects for overall soundness of architectural engineering in a variety of special areas, such as life safety, hygiene, functional arrangement, architectural treatment and finish. Performs design work including design analysis and contract plans and specifications. Reviews designs prepared by Architect-Engineers (A-E) coordinates architectural design and review work with other technical disciplines.
Responsible for performing and coordinating the efforts of others in the development and integration of complete project specifications for all technical disciplines, including general and special contract requirements sections; development, improvement and maintenance of pattern specifications for local use based on CE Guide Specifications; research and development of specifications for materials and methods where CE Guide Specifications are not available, including application of Japanese standards and materials.
Serves the staff elements of the District and other agency staff elements as a consultant and expert in architectural problems involving design, construction, and operations. Monitors the design and review work performed by Japanese National (JN) counterparts to ensure compliance with established technical criteria and administrative policies. Reviews all architectural shop drawings that are an extension of design and reviews other architectural shop drawings on request. Makes on-site investigations before, during and after construction to observe and evaluate design and construction adequacy. Performs post-construction troubleshooting, of systems as required. Attends and conducts conferences and deals directly in technical matters with technical personnel and using agency officials. Furnishes technical data and advice and provides technical assistance to project engineers and to Construction Division on request. Assists in the preparation of technical portions of the scopes of work for A-F contracts and provides basic data for preparation of Government Estimate of A-E fee. Orients and provides technical guidance to engineers on TDY to the District and lesser grade architects. Participates in A-E pre-selections. Assures proper fire safety consideration is given to projects by coordinating with engineers in other functional areas. Performs Value Engineering and acts as a team leader in consolidating studies by other technical personnel into written proposals.

• Duty station is Okinawa, Japan.
• The initial length of this overseas tour is 24 months. Return rights to previously held permanent position of record will be authorized.
• Requires 10% Temporary Duty (TDY).
• Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
• Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
• All positions require the applicant to be a citizen of the United States.
• Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.
• Direct deposit of pay is required.
