Position Overview/Duties

Responsibilities/Duties: As a developmental employee, you will be assigned to a senior specialist or group of specialists. You will be assigned tasks designed to familiarize you with different aspects of the occupation. Tasks will vary depending on the senior specialist's current workload, but may include the following:

  1. Draws upon engineering knowledge and construction practices in order to assist in preparing accurate cost estimates on environmental remediation projects that address hazardous substances and munitions and explosives of concern. 
  2. Assist in independent cost engineering review of complex USACE environmental and munitions documents and provides comments to improve the cost technical aspects of the document.
  3. Assist in development of environmental cost-to-complete (CTC) estimates that are utilized to determine the environmental liability (EL) budget and are input in Army and Department of Defense financial statements that are audited yearly.  Works directly with District Project Managers and cost estimators to ensure estimates are completed and defendable. 
  4. Assist in performing quality assurance reviews of CTC estimates to ensure they are accurate, consistent nation-wide, and meet environmental liability standards.

 

Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties of the target grade position. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher-level position.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement: BA/BS in a major required within the occupational series hired.
