Position Overview/Duties

Overseas positions in TDY basis only in Kuwait and Iraq, with 64-hour work week and paid overtime.  
Serves as a life cycle Project Manager, with overall responsibility for managing the planning, scoping, development, design, construction and direction of important civil works/military projects. Position is also designated to represent the Division/Major Subordinate overseas Command for deployment assignments to overseas locations in support of National Defense initiatives to rebuild infrastructure and restore stability. The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of military/civil works projects in the district. This program consists of a mix of major construction projects and annual smaller projects. There is significant variety in the mix of projects. Incumbent applies an extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices as well as knowledge of methods, practices, and processes of planning, real estate acquisition and management, engineering, construction, and negotiation disciplines. The position requires a broad technical background, an understanding of the Corps of Engineers procedures, authorizations, and appropriation processes, and a strong management background. The incumbent is required (1) to integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations including various functional elements within the district; (2) to establish responsibilities, set expectations, and control and manage assigned project budgets and schedules to assure that District commitments to the sponsor/customer are met; (3) to serve as the district's primary point of contact for sponsor/customers and other external agencies on assigned projects.

Desirable KSAs: 

· USACE project management experience- Experienced with military appropriations and fiscal allowances/constraints.
· Good oral and written communication skills
· Knowledge and experience developing and managing schedules and budgets
· Experienced in risk management and change management
· Demonstrated time management abilities
· Team player, but also able to work independently
· Good interpersonal skills, able to work well within the PDT and with stakeholders
· Uses P2 as a management tool throughout the project lifecycle
· Working understanding of RMS and CEFMS
     
Benefits:
· Iraq (Erbil and Al Asad): Danger Pay 35%, 30-35% Post Differential, 48 hours of paid Overtime/pay period (62 hours of paid OT for some positions), Sunday Premium Pay, $3.50/day Per Diem.  Standard work week is 64 hours per week; 71 hours per week for some positions.  R&R authorized for 1-year tour.
     
· Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

THIS POSITION REQUIRES A SECRET CLEARANCE.  WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY.  GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED.  LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS.  EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR.  LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION TO NOT HAVING ONE OR MORE OF THESE AMENITIES.  EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED.  ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY.  SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN.  ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement).  Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions).  Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
