Position Overview/Duties

The incumbent of this position serves as a Civil Engineer with an OCONUS contingency organization. Incumbent is responsible for the review of plans and designs and original design development for civil engineering features of a multi-million dollar construction program.  These designs to be reviewed may be developed either within the team, by the engineering staffs of expeditionary forces, other government organizations, or by Architect-Engineer (A-E) teams from a number of civilian construction firms.  Develops original plans, design analyses, plans drawings, and specifications for complex civil features of design work accomplished within the team or by A/E contractors.  Prepares technical specifications, design criteria and drawings in conjunction for designs generated within the team. Prepares quantity take offs for estimating purposes.
Serves as principal water resources advisor for the team, and thus the supported Command, with responsibilities for coordinating and participating in special study efforts. Applies specialized professional knowledge on civil engineering and water and related land resources planning to develop the water resources program within a theater of operations. Performs advanced work relating to difficult or critical problems and leads the efforts of a team to carry out project assignments. Such projects normally involve planning, engineering, construction, operations, or emergency management issues. 
Reviews preliminary and final designs prepared by other engineers within the organization to assure technical adequacy and compliance and for feasibility, clarity and consistency with related engineering features. Assures that all corrections and changes are incorporated into final designs, coordinating with other technical personnel as necessary.  Participates in the development of change orders and supplemental agreements by furnishing advice to the field on design problems created by changed requirements during construction.

Desirable KSAs:

·  Professional Registration (Engineering) is highly desirable.

· Experience with preparing site civil layout, including utilities research, preparing plans,
specifications, designs, analyses, layouts and computations for parking and road design/repair, culvert and storm drainage structures, surface drainage and grading including low impact design principles, and basic elements of airfield design; inclusive of the use of aerial imagery.

· Experience in writing scope-of-work (SOW) and request-for-proposal (RFP) documents, writing and editing technical specifications, and reviewing civil engineering work-done by others.

· Proficiency in use of MicroStation or AutoCad; including Inroads or Civil 3D.

· Familiarity with design and layout of wells, water treatment and distribution systems, and waste-water collection and treatment.

· Familiarity of facilities preliminary design and layouts, standard designs, barracks, hangars, DFACs, ECPs, office buildings.

· Ability to conduct detailed quantities takeoffs/preparations, examine field reconnaissance and investigation reports to determine problem areas and design solutions.

· Ability to professionally interact and communicate within a project delivery team.

Duty station Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING,
ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE
REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
